With the continuous flood discharge process in the Haihe River Basin, key flood discharge rivers such as Yongding River, Daqing River, and Ziya River in Tianjin are operating at high water levels. The Ministry of Water Resources has preliminarily determined that there has been a large-scale flood in the Haihe River basin. On August 3rd, Chen Miner, Secretary of the Municipal Party Committee, and Zhang Gong, Deputy Secretary of the Municipal Party Committee and Mayor, came to the Municipal Emergency Management Bureau again to further dispatch and deploy flood prevention and control work.
At the Municipal Emergency Management Bureau, Chen Miner and Zhang have a detailed understanding of the flood situation and water situation in the Haihe River Basin, upstream flood trends, weather trend prediction, water level of key rivers in Tianjin, implementation of personnel relocation and resettlement measures, and reinforcement of flood control projects. They use unmanned aerial vehicles to observe the conditions of the surrounding river basins of key rivers, and video dispatch relevant response work in Wuqing District, Beichen District, Jinghai District, Xiqing District, Ninghe District, Baodi District, Jizhou District, Binhai New Area, etc. They have in-depth discussions and judgments with water conservancy experts, and further arrange and deploy flood control work throughout the city.
We should closely monitor the rainfall and water situation, strengthen communication and linkage between upstream and downstream, strengthen work coordination with the Haihe Water Resources Committee of the Ministry of Water Resources, make good use of the Beijing Tianjin Hebei joint prevention and control mechanism, scientifically analyze and judge the upstream inflow time, flow rate, speed, range, and path, and adjust and optimize work measures in a timely manner. We must adhere to the principle of putting people first and life first, solidly carry out the relocation and resettlement of the masses, protect key populations such as the elderly, children, sick, disabled, and pregnant, strengthen the supply of essential daily necessities, take good care of the lives of the relocated people with care, and arrange for property preservation and post disaster epidemic prevention in advance. We need to further strengthen engineering measures, accelerate the elevation and reinforcement of weak embankments, strengthen the patrol and duty of flood discharge channels, do a good job in flood discharge preparation work such as embankment defense and the use of flood diversion gates, prepare professional emergency rescue forces, strengthen material support, ensure timely emergency response and rescue, and effectively improve disaster prevention, reduction and relief capabilities. We need to strengthen scientific scheduling, enhance the tidal discharge of river channels into the sea, minimize the water level of rivers and reservoirs, reserve storage space for upstream floods, and ensure the safe and stable process of flood discharge and diversion. We need to strengthen overall command and scientific organization, further tighten and consolidate responsibilities. Leaders at all levels, especially the top leaders of the Party and government, should closely monitor and fulfill their duties. Relevant areas of flood control rivers should be guarded and strictly guarded, with responsibilities detailed to positions and assigned to individuals. All relevant departments should take their positions and closely cooperate to form a strong joint force for flood control and prevention throughout the city.
We should focus on preventing major floods, establish a solid bottom line thinking, have a clear understanding of the uncertainty of the flood situation, take the initiative, and seize the time to complete tasks such as mass relocation and resettlement, dam reinforcement, and flood channel cleaning, in order to avoid casualties and reduce property losses. We need to further strengthen scientific scheduling, enhance communication of basin information, accurately predict and judge water conditions, conscientiously carry out river inspections, especially nighttime inspections, prepare professional forces and disaster relief resources, clarify responsible persons, and prepare for the battle with comprehensive deployment. We must use our hearts and emotions to do a good job in ensuring the resettlement of the masses, and solidly prepare for disaster assessment and post disaster construction.
