Since June, there have been changes in the positions of three leaders of the State Council's departments involved in institutional reform.
According to the recent update of the official website of the China National Intellectual Property Administration, Shen Changyu, who previously served as a member of the Party Leadership Group of the State Market Supervision and Administration, and the director and secretary of the Party Leadership Group of the China National Intellectual Property Administration, has resigned from the position of a member of the Party Leadership Group of the State Market Supervision and Administration in June this year.
Shen Changyu has been the Director and Secretary of the Party Leadership Group of the China National Intellectual Property Administration since December 2013. In the institutional reform in 2018, the newly established China National Intellectual Property Administration was changed from an institution directly under the State Council to be managed by the State Market Supervision and Administration. Shen Changyu has been a member of the Party Leadership Group of the State Market Supervision and Administration since the same year, and the director and secretary of the Party Leadership Group of the China National Intellectual Property Administration.
In the institutional reform of the State Council this year, the China National Intellectual Property Administration was adjusted from the State Bureau under the administration of the State Market Supervision and Administration Administration to an institution directly under the State Council.
This year's institutional reform plan also proposes to transfer the responsibilities of the National Rural Revitalization Bureau in leading poverty prevention monitoring and assistance to the Ministry of Agriculture and Rural Affairs. The National Rural Revitalization Bureau will be added to the Ministry of Agriculture and Rural Affairs, and the separate National Rural Revitalization Bureau will no longer be retained. The responsibilities of provincial, municipal, and county-level rural revitalization institutions will be transferred to the same level agricultural and rural departments; The responsibility of introducing foreign intelligence from the Ministry of Science and Technology will be transferred to the Ministry of Human Resources and Social Security, and the National Bureau of Foreign Experts will be added to the Ministry of Human Resources and Social Security. The Ministry of Science and Technology will no longer retain the National Bureau of Foreign Experts.
Pengpai News has noticed that the positions of the "leaders" of the National Rural Revitalization Bureau and the National Bureau of Foreign Experts Affairs have also been adjusted recently. According to a batch of appointment and dismissal news released by the State Council on the website of the Ministry of Human Resources and Social Security on June 30th, Liu Huanxin was appointed as the Deputy Minister of Agriculture and Rural Affairs and the Director of the National Rural Revitalization Bureau, while Li Meng was dismissed from the position of Deputy Minister of Science and Technology.
Public information shows that Liu Huanxin has served as the Deputy Secretary of the Party Group and Deputy Minister of the Ministry of Agriculture and Rural Affairs. In 2021, he took over as the second Director of the National Rural Revitalization Bureau from Wang Zhengpu. Afterwards, Liu Huanxin was dismissed from the position of Deputy Minister of Agriculture and Rural Affairs and concurrently served as the Party Secretary and Director of the National Rural Revitalization Bureau as a member of the Party Group of the Ministry of Agriculture and Rural Affairs, until this adjustment, and his predecessor Wang Zhengpu did the same during his tenure.
Li Meng previously served as a member of the Party Group and Deputy Minister of the Ministry of Science and Technology, as well as the Director of the State Administration of Foreign Experts Affairs. In the early years, the State Administration of Foreign Experts Affairs was managed by the former Ministry of Personnel and the Ministry of Human Resources and Social Security. In 2018, the institutional reform integrated the responsibilities of the Ministry of Science and Technology and the State Administration of Foreign Experts Affairs, and reorganized the Ministry of Science and Technology, adding the brand of the State Administration of Foreign Experts Affairs to the Ministry of Science and Technology.
