Set the theme. Set a location. There are significant differences between the east, west, north, and south of our country. After discussion, the Party branch believes that the development of the Yangtze River Delta region is relatively balanced, and the development of many social undertakings such as education, health, and "one elderly and one young" security has good reference value for the whole country. So, the central cities were Hefei in Anhui and Nanjing in Jiangsu, the economically developed cities were Kunshan in Jiangsu and Jiaxing in Zhejiang, and the relatively underdeveloped cities were Huainan in Anhui.

Watch more and discuss less. According to the members of the research team, the survey lasted for 6 days and went to 3 provinces and 5 cities. Only one face-to-face symposium was held in Nanjing, and the rest of the time was spent at the research site. For important information that needs to be provided, such as place names, names, and key data, only the respondents were asked to write a "small note". By doing so, the surveyed subjects can be easily surveyed, and the research can be more focused and pragmatic. Research should avoid formalism and free oneself from tedious meetings and materials, which is beneficial for truly understanding the truth and seeing problems.
Look at the sample and identify the shortcomings. The issue of childcare is a common concern among the public. The research team learned in Jianye District, Nanjing that the local government has built kindergartens in industrial parks and childcare centers under office buildings, which has attracted more young people to settle down. In Shou County, Huainan City, Anhui Province, the research team recently visited the Bagongshan Township Health Center and Village Health Room to gain a detailed understanding of the difficulties and problems faced by rural doctors.
Learn from experience and find problems. The research team discovered a good practice in Kunshan, Jiangsu. Kunshan City has a dense population, with fewer schools and more students, resulting in a prominent contradiction in education. However, the establishment of new schools has a long project approval and construction cycle, which cannot fully satisfy the demand for education. Kunshan City utilizes idle land that has been approved but not yet used, and assembles it with prefabricated buildings to build a school in just one holiday, alleviating the problem of difficult enrollment. The research team members said that they couldn't think of a solution in the office, and there was an answer as soon as they arrived at the grassroots level. Of course, there are also problems that cannot be solved at the grassroots level. The implementation of embedded public services in the old residential area of Xiaoxihu Community in Qinhuai District, Nanjing City has policy obstacles in land, planning, fire protection, and other aspects. "These problems precisely require us to study and solve at this level."

The frontline investigation is over, and the research truly begins. Before the research team returned, a meeting was held at Jiaxing Airport in Zhejiang Province, where everyone shared their observations, thoughts, and thoughts. After discussion, five urgent issues that need to be solved to promote high-quality development of social undertakings were identified. The research group consists of 5 young comrades, each leading a question to draft a report.
The writing style of the report is also direct to the main theme. Each problem has both typical experiences and "but", and the focus should be on "but". For example, under the question of "promoting regional coordinated development through balanced distribution of public service resources", it is written: "The person in charge of Anhui Hospital of Fudan Pediatrics Hospital introduced that the construction of national regional medical centers has shown significant results, with a decrease of over 50% in the number of patients seeking medical treatment outside the country in the past two years." "However, the demand for high-quality resources among people in various regions is still strong, and the total supply of public services is insufficient, the quality is not high, and structural contradictions are prominent." "However," this is the problem that research needs to focus on solving. ".
The report outlines both functions and responsibilities. In the research outline design, four aspects were initially listed. However, during the research process, it was found that the public service problems faced by the outflow and inflow areas are completely different. Shouxian County in Anhui Province is worried about the inability to retain talents, while Kunshan County in Jiangsu Province is worried about a series of urgent problems brought about by the saturation of public services. The mobile China tests the efficient allocation of public service resources, and this issue cannot be avoided. So, the research team added a "super outline" to confront this deep-seated issue that involves multiple fields such as land and land planning.
After the completion of the research report, the main responsible comrades of the National Development and Reform Commission once again issued instructions: What should be done if the problems and shortcomings are found?
With the questioning of "what to do", the Social Department immediately held a departmental meeting, focusing on the five issues reflected in the report, with the participation of all staff, based on the responsibilities of the National Development and Reform Commission, strengthening the system concept, and further studying and sorting out the work priorities.
What should we do? We need to seek practical solutions from the top-level design of policies. To fundamentally respond and solve the problem, it is urgent to develop a policy document for managing the overall situation. Under the policy documents of General Manager Guan, further improve the special policies in the fields of public services, education, health, sports, home economics, etc., timely build a practical and effective "1+N" social policy system, and solve the problems as a whole.
What should we do? We must see practical results from implementing work responsibilities. For example, regarding the issue of how to efficiently allocate public service resources in a mobile China, policy measures should be taken to improve the system of providing basic public services in permanent residences, further clarify the inflow and outflow areas, scientifically coordinate demand and financial resources within the scope of rights and responsibilities in ensuring basic public services, promote and guide local classification and step-by-step improvement of institutional arrangements, and promote equalization of basic public services.
What should we do? We need to improve efficiency by strengthening financial support. The shortcomings of social undertakings are also reflected in weak local financial security capabilities and significant funding gaps. Therefore, to solve the problem, it is necessary to highlight precise support under limited financial resources, coordinate and do a good job in "using more money" and "using more money", and use the investment within the central budget on the cutting edge.
In the process of answering the question "What to do", all members of the research team deeply realized that: if we do not take the question as the guide, we cannot take practical measures. If we do not think about the masses, we will do unrealistic work. This is not only a question of method, but also a question of position.

After in-depth research at various levels, the Social Department has produced a work report on what to do. The main person in charge of the National Development and Reform Commission issued a third directive: "During the process, we should solicit more opinions from the masses. We should not only be in line with reality, but also have a sense of application. We can make a list and ensure implementation."
The tasks are specific and the methods are clear, but there is still a long way to go to translate them into policy measures that benefit the people one by one. The Social Department has once again held a meeting to discuss and deploy the work of "listing and implementing".
Establish a list of key tasks. For the five questions raised in the survey, following the principles of having rules to follow and evidence to support, we will further refine and propose 17 implementation measures, and plan to propose 23 annual key tasks. Layer by layer refinement and implementation, ultimately every problem from point to line and then to surface, and from surface to line and then to point, is implemented in every specific task. Comrades from the Department of Social Affairs understand that "clearing" the list means sorting out, clarifying matters, and clarifying tasks.
Incorporate into ledger management. Clear inventory and ledger are the first steps to ensure implementation. So, the list was included in the ledger management, made into charts, clarified the stage task goals and achievement forms, and regularly tracked and strengthened accountability.
Clarify the division of responsibilities. Taking the drafting of the "Several Opinions on Improving Social Policies, Developing Social Undertakings, and Improving People's Quality of Life" as an example, it is decomposed into seven specific tasks, each of which specifies the specific responsible department, responsible person, and time limit requirements. Members of the research team are assigned to a new task chain to begin a new investigation and research.
