According to the open resume, Yang Zhenfu, male, Han nationality, was born in November 1956, started working in September 1975, joined the CPC in January 1976, and has an on-the-job postgraduate degree in the Party School of Liaoning Provincial Party Committee. Yang Zhenfu has served as the Director of the Economic Investigation Department and the Chief of the Criminal Investigation Brigade of the Liaoning Provincial Public Security Department, as well as the Secretary of the Party Committee, Deputy Director, and Director of the Panjin Public Security Bureau. In October 2004, he was appointed as the Deputy Mayor of Panjin City and Director of the Municipal Public Security Bureau; In May 2009, he was appointed as the Deputy Mayor of Fuxin City and Director of the Municipal Public Security Bureau; In September 2015, appointed as an inspector of the Provincial Public Security Department; Retired in November 2016.

Previously, three consecutive directors of the Liaoning Provincial Public Security Department were investigated.

On January 25, 2021, Li Wenxi, former Vice Chairman of the Liaoning Provincial Committee of the Chinese People's Political Consultative Conference, fell from power. On May 14, 2021, Yao Xishuang, Deputy Secretary of the Party Group and Deputy Director of the Department of Justice of Liaoning Province, accepted the review and investigation. He has an on-the-job university degree. Yao Xishuang served as the Deputy Mayor of Panjin City and Director of the Municipal Public Security Bureau from May 2013 to June 2017.

On November 9th last year, Fu Zhongwei, former director of the Standing Committee of the People's Congress of Shenyang City, Liaoning Province, was arrested. Fu Zhongwei served as the Secretary of the Panjin Municipal Party Committee from 2018 to 2020. In July of this year, the Supreme People's Procuratorate made an arrest decision against Fu Zhongwei on suspicion of bribery in accordance with the law.
