Three departments jointly deploy the Action Plan to Prevent Poverty and Employment
Recently, the Ministry of Human Resources and Social Security, the National Development and Reform Commission, and the Ministry of Agriculture and Rural Affairs issued a notice to deploy a campaign to prevent the return to poverty and employment, further improve employment assistance for the poverty-stricken population, make every effort to stabilize the scale and income of migrant workers, and firmly maintain the bottom line of preventing large-scale return to poverty caused by unemployment.
The action has identified seven key tasks.
One is to expand and improve the mechanism for labor cooperation and docking. Establish an inter regional labor cooperation alliance, cultivate and promote a number of labor service brands, and strengthen the "seasonal" organized labor export.
The second is to vigorously support the healthy development of employment assistance workshops. According to the principles of "upgrading one batch", "supporting one batch", "building one batch", and "adjusting one batch", we will classify and support the development of employment assistance workshops, and explore and promote models such as "enterprise+" and "consortium+".
The third is to fully tap the potential and promote employment through work as a means of relief. Collaborate to promote project initiation, recruitment organization, employment security, and labor remuneration distribution, taking the demand for nearby work for poverty-stricken populations as an important basis for arranging work as a relief project, prioritizing the participation of poverty-stricken populations in project construction, and effectively safeguarding the legitimate rights and interests of workers.
The fourth is to effectively leverage the role of rural public welfare positions as a bottom line. Scientifically set the number and categories of positions, improve relevant policy management regulations, and make the use of funds for rural public welfare positions a key focus of the special rectification of misconduct and corruption in the field of rural revitalization.
The fifth is to continuously increase the employment security for the poverty-stricken population. Include the poverty-stricken population in the scope of local job stability policy support, improve the employment tracking service mechanism, organize targeted "order, targeted, and fixed job" training, and open up a "green channel" for labor arbitration.
Sixth, actively assist the employment of young people from poverty-stricken families. Continue to implement the Rain and Dew Plan, deepen the "Rain and Dew Plan+" employment promotion action, and give priority to providing career guidance, career introduction and other services for unemployed college graduates from poverty-stricken families and long-term unemployed youth.
Seventh, we will persist in providing preferential support to key areas. Increase support for policies, funds, and projects in key counties for national rural revitalization and relocation and resettlement areas, organize employment service demonstration activities, and implement a proportional employment mechanism in relocation and resettlement areas for poverty alleviation.
