Three department heads have been dismissed, and the deputy director of the Provincial Public Security Department has allowed others to take drugs and bribes | Liaoning Provincial Public Security Department | Director
According to the Supreme People's Procuratorate on July 12th, the procuratorial organs in Liaoning have lawfully prosecuted Liu Jiaduo for suspected bribery and sheltering others from drug use.
The People's Procuratorate of Benxi City charges that the defendant Liu Jiaduo, while serving as the Deputy Director of the Tieling Public Security Bureau, the Chief of the Economic Investigation Brigade of the Liaoning Provincial Public Security Department, the Chief of the Criminal Investigation Brigade of the Liaoning Provincial Public Security Department, the Director of the Criminal Investigation Bureau of the Liaoning Provincial Public Security Department, and a member and deputy director of the Party Committee of the Liaoning Provincial Public Security Department, used his position to seek benefits for others and illegally accepted property from others, with a particularly large amount of money. He should be held criminally responsible for accepting bribes in accordance with the law; The defendant Liu Jiaduo, who allowed others to use drugs, should be held criminally responsible for the crime of allowing others to use drugs in accordance with the law.
According to the public information, Liu Jiaduo, male, Han nationality, was born in Tieling, Liaoning Province in April 1963, started working in November 1981, and joined the CPC in June 1987, with a college degree. Liu Jiaduo has served as the captain of the Economic Investigation Brigade of the Liaoning Provincial Public Security Department, the captain of the Criminal Investigation Brigade of the Liaoning Provincial Public Security Department, and a member of the Party Committee and Deputy Director of the Liaoning Provincial Public Security Department.
In August 2022, Liu Jiaduo was investigated, and in April of this year, he was double opened. Double reporting refers to the loss of ideals and beliefs, betrayal of original aspirations and missions, unfaithfulness and dishonesty towards the Party, collusion with others, destruction, transfer, and concealment of evidence, and deliberate opposition to organizational scrutiny; Ignoring the spirit of the central eight point regulations, illegally accepting gifts and cash, and illegally borrowing money, housing, and vehicles from management and service recipients; Not reporting personal matters in accordance with regulations and seeking benefits for others in the selection and appointment of cadres; Using the influence of one's position to seek benefits for relatives and engaging in profit-making activities in violation of regulations; Violation of regulations and interference in law enforcement activities; Violation of the bottom line of discipline and law, taking advantage of one's position to seek benefits for others in business operations, case handling, and illegally accepting huge amounts of property.
Shangguanhui noticed that three directors of the Liaoning Provincial Public Security Department, where Liu Jiaduo had previously served, have been dismissed. In January 2021, Li Wenxi, former vice chairman of the Liaoning Provincial Committee of the Chinese People's Political Consultative Conference, was dismissed. He had worked at the Liaoning Provincial Public Security Department for more than 10 years and had served as its director. In January of this year, Li Wenxi was sentenced to death with a suspended sentence and charged with accepting bribes of over 540 million yuan; In August 2021, Xue Heng, former Vice Chairman of the Liaoning Provincial Committee of the Chinese People's Political Consultative Conference, voluntarily surrendered. He served as the Director of the Provincial Public Security Department from March 2011 to March 2013. In August of last year, Xue Heng was tried and charged with accepting bribes of 135 million yuan; In March 2022, Wang Dawei, former member of the Party Group and Deputy Governor of Liaoning Provincial People's Government, and former Party Secretary and Director of the Public Security Department, was investigated. He served as the Director of the Provincial Public Security Department from 2013 to 2022. In addition to serving as three department heads, there were also several officials who had previously served as deputy department heads of the Liaoning Provincial Public Security Department who fell from grace. For example, Wang Like, who later became a former member of the Jiangsu Provincial Party Committee and former secretary of the Political and Legal Affairs Commission, was a subordinate of Li Wenxi when he served in the Liaoning Provincial Public Security Department.
It is worth noting that the prosecution's charges against Liu Jiaduo include allowing others to use drugs, which is a relatively rare charge. Wang Zhihuai, former deputy mayor of Huanggang City, former deputy secretary of the Municipal Political and Legal Affairs Committee, and former director of the Municipal Public Security Bureau, mentioned in his double opening notice that he provided illegal protection for suspects suspected of sheltering others for drug use, opening casinos, gambling, and other illegal crimes, which is different from Liu Jiaduo's direct sheltering of others for drug use.
According to media reports, during Wang Zhihuai's tenure, he had a strong sense of martial arts and was referred to as "brother" to the main leader of the local black and evil forces, Wei Zhenwang. In October 2013, the Xishui County Public Security Bureau in Huanggang City launched a drug crackdown on a certain hotel, arresting multiple drug users on site and seizing a large amount of drugs. Zhou and others in the hotel were immediately investigated and criminally detained on suspicion of accommodating others for drug use, and fugitives were pursued online. At this time, Wei Zhenwang approached Wang Zhihuai and asked him to handle the bail pending trial for Zhou and others, and handle it with leniency. Faced with the request of his "brothers", Wang Zhihuai "personally supervised" until Zhou and others were changed from compulsory measures, revoked online pursuit and escape legal prosecution, and finally "withdrew".
