At 2am this morning, Typhoon Tali, the fourth typhoon of this year, strengthened from tropical storm level to severe tropical storm level. The Central Meteorological Observatory predicts that the typhoon center will move northwest at a speed of about 15 kilometers per hour, gradually increasing in intensity, and make landfall along the coast from Taishan in Guangdong to Wenchang in Hainan on the night of the 17th. It will enter the Beibu Gulf on the 18th and then move towards the northern coast of Vietnam and the coast of Guangxi.
The National Flood Control Administration has decided to launch a Level 4 emergency response for flood and typhoon prevention in Guangdong, Guangxi, and Hainan provinces and regions at 13:00 on the 15th, and has dispatched a working group to Guangdong to assist and guide local efforts in typhoon prevention.

At 06:00 today, the Central Meteorological Observatory continued to issue a typhoon blue warning: Affected by typhoon "Taili", from 16th to 19th, there will be heavy rain or rainstorm in southern Yunnan, central and southern Guangxi, Guangdong, Hainan, southern Hunan, Jiangxi, western and southern Fujian, central and southern Anhui, Jiangsu, western Zhejiang, and southeastern Xizang, of which southern Guangdong, southern Guangxi, Hainan Island, southeastern Yunnan and other parts will have heavy rainstorm, and the coastal areas of southwestern Guangdong, southern Guangxi, and central and northern Xizang will have extremely heavy rainstorm.
Among them, most of the South China Sea, the western part of the Bashi Strait, the eastern coast of central Guangdong, Xisha, Zhongsha, Dongsha, Nansha, and the sea near Huangyan Island will have strong winds of force 6-7. Some areas in the central and northern parts of the South China Sea will have winds of force 8-9. The sea areas and islands where the typhoon center passes through will have winds of force 10-12, and gusts of force 13-14.

Hainan Railway Haikou Depot reported that due to the impact of Typhoon Taili, passenger trains entering and exiting the island have adjusted their operating plans. Specifically, as follows:
From July 14th to 17th, the Z111 train operated in Harbin West was terminated in Guangzhou, and from July 16th to 19th, the Z112 train operated in Haikou was changed to depart in Guangzhou from July 17th to 20th;
From July 14th to 16th, the Z385 train operated in Changchun will terminate in Guangzhou, and from July 16th to 18th, the Z386 train operated in Haikou will depart on the same day in Guangzhou;
From July 15th to 17th, the K511 train from Shanghai Nankai will terminate in Foshan, and from July 16th to 18th, the K512 train from Haikou will depart from Guangzhou on July 17th to 19th;
From July 15th to 17th, the operation of Beijing Xikai Z501 was terminated in Guangzhou, and from July 16th to 18th, the Sanya Kai Z502 was changed to depart from Guangzhou on July 17th to 19th;

According to Guangzhou Railway Group, due to the impact of typhoon weather, Guangzhou Railway will suspend railway trains passing through Jiangmen to Zhanjiang, Hainan Roundabout, Haikou suburbs, and Guangzhou to Maoming on the whole day of the 17th and at 13:00 on the 18th. From the 16th to the 18th, the Qiongzhou Strait railway cross sea ferry and passenger trains entering and exiting the island will also be suspended.
According to the Zhanjiang Maritime Safety Bureau in Guangdong Province, due to the impact of typhoon weather, passenger and roll on/roll off ships in the Qiongzhou Strait will be completely suspended from 6:00 am on the 16th.
