Patient online consultation, medication delivery to home

"The courier carries a portable POS machine for medical insurance with her, swipes the medical insurance card directly to claim medical insurance reimbursement when receiving medication, and then settles the self paid medication cost." At 14:00 on the same day, she received the medication that was prescribed online in the morning.
Internet hospitals have reduced the number of times patients run to hospitals and the waiting time in hospitals. More and more patients, like Li Yaqin, enjoy the convenience brought by Internet medicine. According to the 51st Statistical Report on the Development of Internet in China released by China Internet Network Information Center, as of December 2022, the number of Internet medical users in China has reached 363 million, accounting for 34% of the total Internet users, up 21.7% year on year.
"When Beijing medical insurance patients use the Internet hospital for online diagnosis and treatment, medical service fees can be settled and reimbursed online in real time, which is very convenient for patients to use." Li Jilai, secretary of the Party Committee of the Space Center Hospital, introduced that in 2022, a large number of patients will conduct online consultation and treatment in the hospital's Internet hospital, and use drug prescriptions and door-to-door delivery services, with a cumulative number of visitors of more than 300000 and a cumulative number of registered people of nearly 200000.
The reporter learned from the interview that Beijing medical insurance patients can choose drug delivery after re diagnosis and medication. After filling in the address, patients can settle the payment by swiping their card when the drug is delivered to their doorstep. However, the drug delivery range of some hospitals is limited to within 15 kilometers around the hospital, and patients also need to go to the hospital's outpatient self-service machine to print invoices. At the same time, patients can also choose to pick up their medication at the hospital, go to the self-service machine or manual window in the outpatient hall, swipe their medical insurance card to pay, and then bring the billing list to the pharmacy to pick up their medication.
In addition, the prescription drug fees, inspection and treatment fees issued by Internet hospitals still require offline medical insurance patients to use their medical insurance cards for real-time settlement. The reimbursement ratio is the same as that of offline outpatient clinics, which is relatively inconvenient to use.
Remote consultations can also be reimbursed by medical insurance
In August 2019, the National Health Insurance Bureau and other relevant departments issued the Guiding Opinions on Improving the "Internet plus" Medical Service Price and Medical Insurance Payment Policy, which defined the eligible "Internet plus" medical services, matched the medical insurance payment policy in accordance with the principle of online and offline fairness, and improved the agreement management, settlement process and related indicators according to the service characteristics.
The reporter found that in Beijing, Shanghai, Tianjin, Guangdong, Jiangsu, Sichuan and other places, the "Internet plus" medical service was clearly included in the medical insurance settlement system, the price of Internet re consultation and other items was set, and Chongqing, Guizhou and other places further clarified the inclusion of remote consultation items in medical insurance sales.
At present, the diagnosis and treatment business of Internet hospitals is mainly to meet the demand for re consultation and medication of insured patients with common diseases and chronic diseases. At the same time, Internet hospitals break through time and space constraints and carry out remote consultation and diagnosis, which can help solve the problem of patients with complex diseases in remote areas and benefit more grass-roots patients.
In May this year, the Digital China Development Report released by the State Internet Information Office showed that as of October 2022, more than 2700 Internet hospitals had been set up nationwide, and more than 25.9 million Internet diagnosis and treatment services had been provided, and the remote diagnosis and treatment services at the prefecture and county levels had achieved full coverage.
In response to the proposal of "bringing the costs of Internet remote consultation and remote diagnosis into the medical insurance settlement system", in March this year, the National Health Insurance Bureau replied that the "Internet plus" medical services provided by designated medical institutions, which have the same content as offline medical services within the scope of medical insurance payment, and implement the corresponding public medical institutions' charge prices, will be included in the scope of medical insurance payment after the corresponding filing procedures, and will be paid according to regulations.
In addition, the price policy of "Internet plus" medical services such as remote consultation provided by public medical institutions is formulated by public medical institutions or provincial medical security departments in their regions according to the principle of localization. Off card mobile payment makes online diagnosis and treatment more convenient
"At present, Beijing medical insurance patients still need to use the hospital's physical card reader with their medical insurance card to achieve settlement and reimbursement when they are making medical insurance settlement in the Internet hospital for future visits, prescriptions, tests and tests." The reporter learned that Zhejiang, Ningxia, Sichuan and other places have successively carried out pilot projects for mobile payment of medical insurance. For example, in November 2022, the Internet Hospital of Zhejiang Provincial People's Hospital launched the medical insurance mobile payment function. After the local medical insurance patients bound the electronic medical insurance voucher on Alipay or "Zheli Office" in advance, the patients themselves can use the electronic medical insurance voucher for medical insurance mobile payment when they return to the Internet hospital, so as to realize real-time medical insurance reimbursement settlement of medical service fees and drug costs. After completing the settlement, patients can view the corresponding electronic invoice at the "Zheli Office".
According to Ye Huafeng, consultant of the Internet Hospital of Zhejiang Provincial People's Hospital, most patients in Internet hospitals are chronic and basic disease patients who need to take medicine for a long time. Only by solving the medical insurance settlement problem of medical expenses and making online diagnosis and treatment and reimbursement more convenient, can patients better enjoy the convenience of Internet diagnosis and treatment.
