The Ministry of Water Resources announced that due to heavy rainfall, the flow rate of Sanjiadian Hydrological Station on Yongding River in the Haihe River Basin increased to 622 cubic meters per second at 11:00 am, and the flow rate of Zhangfang Hydrological Station on Juma River in the Daqing River System increased to 1610 cubic meters per second. According to the Ministry of Water Resources's "Regulations on the Numbering of Major River Floods in China," the floods were numbered as "Yongding River No.1 Flood in 2023" and "Daqing River No.1 Flood in 2023". Considering that three river systems, including Ziya River, Yongding River, and Daqing River, have successively experienced numbered floods in the Haihe River Basin, after comprehensive analysis and judgment, according to the National Regulations on the Classification of Watershed Floods issued by the Ministry of Water Resources, a relatively large watershed flood occurred in the Haihe River Basin.
Eleven rivers in the Haihe River Basin, including the Beisan River System, Yongding River System, Daqing River System, and Ziya River System, experienced floods exceeding the warning level. Six rivers, including the Yanyi and Gu'an sections of the main stream of Yongding River, as well as its tributaries Qingshui River and Guishui River, the Dashi River, a tributary of Juma River, and the Tongtian River, a tributary of the Henan branch of Daqing River and a tributary of the Tang River, experienced the largest floods in recorded data. In addition, due to local rainfall, four small and medium-sized rivers in Sichuan, Yunnan, Jilin, Heilongjiang and other areas have experienced floods exceeding the warning level, among which the urban rivers, a tributary of the Jinsha River in Sichuan, have slightly exceeded the protection level.
At present, six flood storage and detention areas have been activated in the Haihe River Basin, including the Continental Ze and Ningjinpo flood storage and detention areas, the Xiaoqing River flood diversion area, the Lan Gouwa and Dongdian flood storage and detention areas, and the Xian County flood control area; The Yongding River floodplain is about to be activated.
