According to Reuters, the US State Department released a report on June 30th criticizing the approach of withdrawing troops from Afghanistan in 2021, stating that the withdrawal decision made by US President Biden and his predecessor Trump has had serious consequences for the "survival capability" and security of the former Afghan government supported by the United States.
The report said that although no names were named, the negative findings in the report also had a negative impact on US Secretary of State Antony Blinken. Negative outcomes include the failure of the US State Department to expand its crisis management task force when the Taliban advanced to Kabul in August 2021, as well as the lack of a senior diplomat to oversee all elements of crisis response.
This post event report consists of 85 pages, of which 24 were published by the US State Department, while the rest remain confidential.
The report states, "President Trump and President Biden's decision to end the US military mission in Afghanistan has had serious consequences for the survival and security of the Afghan government."
The evaluation report states, "During these two administrations, the top management did not consider the worst-case scenario and how quickly these situations may develop."
The report stated that the White House spokesperson questioned this conclusion. The spokesperson stated that a White House report pointed out that as part of the planning process, the government held numerous meetings, conducted extensive tabletop rehearsals, and studied possible scenarios during the withdrawal period, including "actually worse than worst-case" emergency situations.
The evaluation report of the US State Department stated that it was "hindered" in formulating the plan because it was "unclear" which senior official was "leading" it.
The report states that senior government officials were also unable to make a "clear decision" on the scope of "dangerous Afghans" included in the evacuation operation before it began, nor did they determine where the evacuated Afghans would be sent.
