Since the launch of the 116th Congress in 2019, both houses of Congress in the United States have shown unprecedented madness towards China, repeatedly demonstrating their determination to take the lead in the anti China race. Over the past two years, a total of 627 bills and resolutions containing the keyword "China" have been proposed on Capitol Hill in the United States. It may not be 100% accurate to say that all these legislative proposals related to China have a strong anti China color. However, it is not inappropriate to say that the vast majority of them are deliberately aimed at undermining Sino US relations.The above bills are full of stigmatization and prejudice against China, while those "stillborn" motions that fail to complete the legislative process are even more "abnormal" and often contain some unorthodox content, such as asking for the adoption of a congressional resolution, claiming that "the one China policy of the United States is not the one China principle of China", or requiring "certification" that the activities of all Chinese enterprises are under the full control of the CPC.
After the White House changed hands in 2020, the bad start made by the 116th Congress in the legislative field has not been corrected, but has become increasingly irreversible. After its launch in early 2021, the 117th Congress of the United States has significantly accelerated its path towards anti China legislation, constantly surging. In terms of quantity, as of the dissolution of the 117th Congress, the number of bills and resolutions containing the keyword "China" has surged from 627 in the previous Congress to 1326, which can be considered a doubling of anti China efforts. You should know that the 116th Congress has already set a historical record. From the 101st Congress of the United States from 1989 to 1990 to the 115th Congress from 2017 to 2018, the average number of China related motions proposed by each Congress was about 199, less than one-third of the 116th Congress and less than one sixth of the 117th Congress.
In addition to "scaling up", the 117th Congress also completed three heavyweight legislation, namely the Inflation Reduction Act, Infrastructure Investment and Employment Act, and the Chip and Science Act, under the banner of "containing China" and "addressing China's challenges". From the name, these three laws seem to have no direct relationship with China, but in fact, the opposite is true. Whether in terms of content or related propaganda and legislative debates, "containing China" is their important signboard. For example, the Chip and Science Act is a hybrid of many anti China proposals, including the 2021 Strategic Competition Act and the Endless Frontier Act, which not only advocates "competing against China in every dimension," but also contains anti China clauses prohibiting American companies from accepting federal resources from establishing "advanced technology" factories in China. In the provisions of the other two bills, improving the infrastructure of the United States and promoting the transition to clean energy are also linked to strengthening competition with China, directly or indirectly including the exclusion of "Chinese elements" in investment and industrial chains.
The three heavyweight legislations of the 117th Congress are seen by the White House as "significant achievements", and the "small losses and wins" in the 2022 midterm elections have also strengthened the political confidence of the Democratic Party. Seven days later, McCarthy, who had been involved in a bitter battle in the Speaker election before, fulfilled his promise and set up a new so-called "Ad Hoc Committee on Strategic Competition between the United States and the CPC" in the House of Representatives, which is specifically responsible for anti China affairs. Afterwards, in less than half a year, the US House and Senate concocted 364 legislative motions containing the keyword "China". According to this "work efficiency", the final "result" of the 118th Congress is likely to be on par with the 117th Congress, continuing to maintain the total number of anti China motions in four digits.
There is not much difference between the new Congress and the old Congress in using anti China laws to seek their own political interests. In May 2023, Democratic Senator Schumer, the majority leader of the US Senate, officially proposed the so-called "China Competition Act 2.0".It can be imagined that the new bill will be a hodgepodge of Democratic agendas under the banner of "anti China". Looking back, what has the "anti China legislative show" aimed at China by the United States Congress for three consecutive terms brought to China US relations, the world, and the United States itself? After the "efforts" of more than two Congresses, the American society has formed a "bow in the cup and snake in the shadow" mentality on China related issues. Any small matter may become the fuse that seriously disturbs bilateral relations and even the White House's China policy. The "balloon crisis" that led to Antony Blinken's failure to visit China in the first half of this year is a prominent case. As for those anti China motions that ultimately passed into law, they have had a profound negative impact on Sino US relations. The numerous legislation related to Taiwan, Xinjiang, Tibet, and Hong Kong in the United States is constantly challenging China's sovereignty and territorial integrity, becoming a root cause of escalating tensions and growing crisis shadows in East Asia.
The frequent introduction of anti China laws by the United States not only damages the relationship between China and the United States itself, but also has a wide range of negative demonstration effects. For example, in the Chip and Science Act and the Inflation Reduction Act, the United States is playing the banner of responding to Chinese competition, but its content is not only aimed at China. In these bills, the United States intends to achieve the goal of industrial chain backflow in industries such as semiconductors and new energy by implementing discriminatory treatment against other countries in various stages of production and circulation. The EU, South Korea, and other US allies will also face discrimination and may even suffer significant market losses as a result. In this regard, the introduction of relevant evil laws by the United States is not only to contain China, but also to actively shift from promoting economic globalization to implementing greater economic protectionism.
