At around 9:00 am on July 5, 2023, three law enforcement officers from the Longwei District Urban Management Law Enforcement Brigade discovered more than 10 vendors selling on the sidewalk during their daily patrol work. After persuasion, they gradually moved to the fixed self selling area for agricultural products.
One of the vendors refused to move out despite multiple persuasions, and law enforcement officers temporarily seized his electronic scale in accordance with the law. The vendor refused to cooperate with law enforcement and repeatedly provoked and insulted law enforcement officers. When seizing the electronic scale, he pulled off the button on the law enforcement officer's uniform, then beat the law enforcement vehicle with a wooden board and hit the law enforcement officer.

In the video, a man with a naked upper body hugged an old man from behind and then fell heavily to the ground. A uniform jacket was scattered on the nearby road, and two law enforcement officers in uniforms were filming not far away. After the old man fell to the ground and couldn't get up, one of the law enforcement officers from the camera stepped forward and led the man into a parked car. When the man got on the car, he picked up the uniform jacket scattered on the road. In addition, the car door of the vehicle where the man was riding was printed with the words "Longwei Official".
On July 5th, the poster news reporter contacted merchants around the road where the incident occurred. One merchant said that the incident occurred around 9am on the 5th, and the man who hit was an urban management law enforcement officer.
