On July 19th, the Russian Ministry of Defense announced that starting from July 20th, Russia will consider all ships bound for Ukrainian ports in the Black Sea as potential military transport ships, and the countries to which such ships fly flags will be considered involved in the Ukrainian conflict. Russia: No attack plans!
