In August 1992, Yang was assigned to a hospital in Gansu Province as a doctor after graduating from university. In August 2005, 38 year old Yang was appointed as the director of the hospital's surgery department, fully responsible for clinical diagnosis, treatment, and scientific research in various surgical specialties.

Yang, who has a constantly expanding perspective, has seen the rapid progress of the national medical mechanism system reform and the fierce competition in marketization. He has also seen the "revenue generation" of peers and the unhealthy practices of major hospitals receiving red envelopes, kickbacks, commissions, and so on.

In April 2016, Yang, as the head of surgery, also served as the director of the equipment department. The Equipment Department is the procurement management department for hospital drugs, consumables, and equipment, as well as the responsible department for hospital infrastructure projects. After Yang took office, various medical equipment manufacturers and suppliers wanted to establish relationships with him.

One day, while returning home from work, Yang met the manager of a pharmaceutical company, Gui, who had already been waiting at the entrance of the community. After chatting, Gui handed him a kraft paper envelope containing 20000 yuan in cash and hurriedly left. Yang is well aware that Gui recently won the bid for a procurement business from Yang's hospital, with a winning price of over 700000 yuan. This 20000 yuan is obviously a thank-you fee sent by the other party.

In order to ensure that the supplier who has already communicated with him successfully wins the bid, Yang will disclose the intended brand and bidding price to the supplier in advance. In this way, Yang, who cleverly designed technical parameters and customized bidding rules for suppliers, continuously accepted the benefits of suppliers and gradually fell deeper into the quagmire of corruption.

At the end of 2018, the construction of the hospital's newly built inpatient department building was completed, and the purchased medical equipment was successfully installed and debugged. At this point, Yang began to brainstorm about the settlement of the payment.

Once, a medical equipment company in Lanzhou supplied a set of mobile DR devices worth 1.5 million yuan to the hospital. The pre agreed payment time for the goods had passed more than half a year, but still no money had been received. Company salesperson Wang rushed to Jiayuguan and visited Yang at the door.

In Yang's office, Wang handed a file bag containing 30000 yuan in cash to Yang. Shortly after the salesperson returned to Lanzhou, a medical equipment company in Lanzhou received the payment for the goods. Suppliers are well aware that in order to quickly receive the equipment payment, they need to "manage" Director Yang.

In April 2019, the hospital established a community health service station, and the hospital leaders proposed that Yang be responsible for the operation of the community health service station. At first, the community health service station only accepted outpatient patients. At the suggestion of Yang, the hospital established a "Integrated Traditional Chinese and Western Medicine Inpatient Area" in the inpatient department to improve the diagnosis and treatment services of the community health service station, which was fully responsible by Yang.

Yang merged the integrated traditional Chinese and Western medicine department with the community health service station, under the banner of independent operation, to build it into his own "independent kingdom". He utilizes his professional expertise to treat as many patients as possible and increase his income.

From April 2019 to March 2020, Yang used his position as the head of the equipment department to avoid hospital supervision and arranged for multiple companies to reimburse the cost of drugs and consumables from the hospital by issuing false medical consumables invoices and forging medical consumables inbound and outbound documents. Later, he transferred a total of more than 1.27 million yuan in book funds from the Department of Traditional Chinese and Western Medicine to multiple accounts and transferred them to his controlled bank card. These money are used by him for financial investment.

"That year was the craziest time for me to accumulate wealth. I also held positions such as the director of surgery, director of equipment department, head of integrated traditional Chinese and Western medicine department, and head of community health service station in the hospital. Multiple management roles created conditions for me to engage in corruption," Yang explained.

At the end of 2020, the inspection team conducted an inspection of the first phase of the hospital's newly built inpatient ward project. Yang was slightly worried, but believed that the inspection team was just a routine matter and did not proactively explain the issue to the organization. Faced with the organization's inquiry, Yang still felt lucky and did not confess.

In the face of a large amount of evidence, Yang confessed his disciplinary and illegal behavior and clues related to the case, and voluntarily refunded all the stolen money through his family.

After the investigation of the case was completed, it was quickly transferred to the urban procuratorate of Jiayuguan City, Gansu Province for review and prosecution. On August 31, 2022, the Jiayuguan City District Prosecutor's Office prosecuted Yang on suspicion of corruption and bribery.

On September 23, 2022, the court sentenced Yang to four years in prison and a fine of 200000 yuan on charges of corruption after trial; He was sentenced to three years in prison and fined 200000 yuan for the crime of bribery. He was sentenced to four years and six months in prison, with a fine of 400000 yuan. The returned illegal gains of 2.0557 million yuan, including 1.2782 million yuan of embezzled gains, were returned to the hospital in accordance with the law. The illegal gains of 777500 yuan from bribery were confiscated and turned over to the national treasury.

On August 16, 2023, Gui, who bribed Yang, was transferred to the procuratorial organs for review and prosecution by the supervisory authorities on suspicion of bribery.
