The reporter learned from the Ministry of Commerce today that recently, the State Council issued a notice on doing a good job in replicating and promoting the experience of the seventh batch of reform pilot projects in free trade pilot zones, replicating and promoting a total of 24 pilot projects in the seventh batch of free trade pilot zones nationwide and in specific regions, further releasing the policy dividends of reform and opening up in free trade pilot zones.

There are a total of 22 pilot reform experiences promoted nationwide, mainly involving 5 fields such as investment and trade facilitation, government management innovation, financial openness innovation, high-quality industrial development, and intellectual property protection. Two experiences have been promoted in pilot free trade zones and coastal areas.

The construction of free trade pilot zones is an important strategic measure of the Party Central Committee and the State Council to promote reform and opening up in the new era. It shoulders the major mission of better playing the role of a comprehensive experimental platform for reform and opening up, exploring new ways and accumulating new experience for comprehensively deepening reform and expanding opening up. In accordance with the decisions and deployments of the Central Committee of the Communist Party of China and the State Council, the regions and relevant departments where the pilot free trade zones are located, combined with their respective functional positioning and characteristics, have made every effort to promote institutional innovation practices, and have formed the seventh batch of pilot reform experiences in the pilot free trade zones, which will be replicated and promoted nationwide. The relevant matters are hereby notified as follows:

Innovative areas of government management: "Four step inspection method for false reporting and concealment of dangerous goods in waterway transportation", "Closed loop management of maritime affairs", "Modular inspection mechanism for international navigation vessels", "Convenient application of electronic labor contract information to handle human resources and social security business", "Price control mechanism for pharmaceutical procurement", and other five areas.

3. Financial open innovation areas: "Cross border RMB full process electronic tax payment", "Facilitation of cross-border RMB settlement business for high-quality and trustworthy enterprises engaged in foreign contracting projects", "Professional qualification recognition mechanism for securities, futures, and fund overseas finance", "Model of movable property pledge financing business", "New model of bill financing for science and technology innovation enterprises", "Innovation of intellectual property pledge financing model", etc.

4. High quality industrial development areas: "New models for intelligent transformation and market-oriented upgrading of manufacturing industry", "Application of health and medical big data transformation", "New models for patent navigation to assist industrial innovation and collaborative linkage", "New models for patent open licensing", "Deepening the reform of intellectual property service industry agglomeration development", etc.

5. The people's governments of each province should prioritize the replication and promotion of the pilot reform experience of free trade zones in their respective regions, strengthen organizational leadership, increase implementation efforts, and ensure the smooth progress and effectiveness of the replication and promotion work. All relevant departments of the State Council should combine their work responsibilities, take the initiative, and guide the completion of replication and promotion work. Matters that require approval from the State Council must be submitted for approval according to procedures. If adjustments are required to relevant administrative regulations, State Council documents, and departmental rules and regulations, they must be handled in accordance with legal procedures. Each region and department should coordinate development and safety, implement safety production responsibilities, and strengthen risk prevention and control throughout the replication and promotion process. The Ministry of Commerce should take the lead in organizing the evaluation of the effectiveness of replication and promotion work, and coordinate the resolution of key and difficult issues.
