The State Council and the Central Military Commission recently announced the Provisional Regulations on the Flight Management of Unmanned Aerial Vehicles, which will come into effect on January 1, 2024.
The Regulations implement the overall national security concept, coordinate development and safety, adhere to bottom line thinking and systematic concepts, with the maintenance of aviation safety, public safety, and national security as the core, and the improvement of unmanned aerial vehicle regulatory rules as the focus. They manage the entire chain of unmanned aerial vehicles from design, production to operation and use, and focus on building a scientific, standardized, and efficient management system for unmanned aerial vehicle flight and related activities, providing strong legal protection for preventing and resolving safety risks of unmanned aerial vehicles and promoting the sustainable and healthy development of related industries.
The Regulations consist of 6 chapters and 63 articles. Mainly following the classification management approach, strengthen airworthiness management and quality control for the design, production, maintenance, assembly, etc. of unmanned aerial vehicles, establish a product identification code and owner real name registration system, and clarify the qualification requirements for users and operators; Strictly manage flight activities, establish unmanned aerial vehicle flight control airspace and suitable flight airspace, establish a flight activity application system, and clarify flight activity standards; Strengthen supervision and emergency response, improve the integrated comprehensive supervision service platform, implement emergency response responsibilities, and improve emergency response measures.
