The meeting pointed out that the current situation is still very serious due to the multi line operations of flood control and flood fighting and the frequent local rainstorm. The flood storage and detention areas in the Haihe River Basin, as well as the downstream rivers and the main stream of the Songhua River, continue to operate at high water levels, and the risk of danger to embankments due to prolonged soaking gradually increases. Although Typhoon Kanu has ceased its numbering, the residual circulation combined with the westerly trough will still bring strong rainfall processes to the northeast. The new round of rainfall in North China may exacerbate the flood situation of some rivers, making the rescue and disaster relief environment more complex. Local heavy rainfall occurs frequently in the southwest and northwest regions, with prominent risks such as mountain floods, geological disasters, floods in small and medium-sized rivers, and accidents in reservoirs and silt dams.
The meeting emphasized that relevant provinces should maintain a high level of vigilance and be prepared, and not slack off in doing a good job in flood prevention and disaster relief. The Beijing Tianjin Hebei and Northeast regions should carry forward the spirit of continuous combat, comprehensively and meticulously strengthen embankment inspection and defense; We need to strengthen monitoring, early warning, and consultation and judgment; We need to accelerate post disaster relief and reconstruction, properly resettle disaster victims, and quickly repair infrastructure such as roads, water supply, power supply, and communication. The northwest and southwest regions should attach great importance to the prevention and response to local heavy rainfall, pre-set necessary emergency rescue forces and materials, implement a linkage mechanism between early warning and emergency response, and a direct disaster warning "call and response" mechanism to grassroots responsible persons, highlighting the investigation and relocation of risk hazards in key areas.
