The Secretary of Hebei Provincial Party Committee is in charge of the Provincial Water Resources Department, which is more responsible than Mount Tai to deal with the heavy rainfall in the whole province. At 7:47 on July 30, Hebei Meteorological Station continued to issue a red warning signal for rainstorm: from 20:00 on July 28 to 6:00 on July 30, more than 100 mm of rain has occurred in Shijiazhuang, Xingtai and Handan, and some stations have exceeded 400 mm.
It is estimated that from the 30th to the 31st, the heavy rainfall area in Hebei Province will move northward. Some areas in the south of Zhangjiakou, Baoding, Xiong'an New Area, Langfang, and the west of Shijiazhuang will have extremely heavy rainstorm, which can reach more than 600mm locally. Most other areas will have rainstorm to heavy rainstorm. The rainfall will be accompanied by short-term heavy rainfall, thunder and lightning, short-term strong wind and other severe convective weather locally.
According to Hebei News Network, on July 30th, Ni Yuefeng, Secretary of the Hebei Provincial Party Committee and Chairman of the Standing Committee of the Provincial People's Congress, presided over a video conference on the province's prevention and response to recent heavy rainfall at the Provincial Department of Water Resources, to mobilize, deploy, and implement flood control and disaster relief work.
Wang Zhengpu, Deputy Secretary of the Provincial Party Committee and Governor, attended.
Ni Yuefeng pointed out that under the influence of typhoon "Dussuri", the recent heavy rainfall in our province is fierce, extensive and intense, with heavy rain falling to rainstorm in many places and extremely heavy rainstorm in some areas. According to the forecast of the meteorological department, heavy rainfall will continue and the flood control situation will be severe. All regions and departments should bear in mind that flood situations are orders, and use the highest standards, strictest requirements, and fastest speed to prevent floods, resist floods, seize major risks, and rescue disasters, striving to minimize various losses.
Ni Yuefeng emphasized the importance of prioritizing life over everything, and racing against time to carry out emergency rescue efforts. We need to properly relocate and resettle people who may be threatened by disasters such as flash floods and mudslides, and implement assistance measures for key groups such as left behind children and elderly people in rural areas to ensure timely assistance. We need to strengthen the monitoring and prevention of geological disasters such as landslides, collapses, and mudslides, strengthen the safety protection measures of frontline rescue personnel, and strictly prevent the occurrence of secondary disasters. We need to organize forces to conduct 24-hour patrols on dangerous sections of embankments, gates and culverts, and tailings ponds, strengthen the prevention and control of small and medium-sized rivers and reservoirs, and ensure that problems and hidden dangers are detected, reported, and dealt with early.
Ni Yuefeng pointed out that we must firmly guard key areas and ensure safety without any risks. We need to strengthen flood prevention in the surrounding capital area, strengthen the responsibility of surrounding cities and counties, implement detailed flood prevention measures, and firmly serve as the "moat" of the capital. We need to strengthen flood control in Xiong'an New Area, strengthen joint scheduling of upstream reservoirs, closely monitor underground pipe galleries, construction sites, and building pits, and prepare for flood control and drainage. We need to strengthen flood prevention within the city, ensure the normal operation of drainage networks, drainage pumping stations, and other facilities and equipment, strengthen prevention measures in areas prone to flooding such as subways, culverts, underpasses, and underground spaces, and promptly reinforce or remove high-risk high-altitude buildings, tower cranes, simple sheds, billboards, etc. We need to strengthen flood control in key areas, closely monitor disaster prone areas such as reservoirs, flood storage and detention areas, flood discharge channels, mountainous areas, as well as important infrastructure such as the South to North Water Diversion Project, transportation arteries, and power energy. We need to strengthen patrols and inspections, and decisively and effectively deal with dangerous situations.
Ni Yuefeng emphasized that in order to test one's skills in war, it is necessary to scientifically and accurately command and dispatch. We should closely monitor the development trend of heavy rainfall, increase the frequency of forecasts for key watersheds and regions, strengthen consultation and judgment, and provide reference for flood control decision-making. We should make full use of radio, television, the Internet, newspapers and other media, effectively play the role of electronic displays, public broadcasting, mobile phone text messages and rural loudspeakers, timely release heavy rain warning information, ensure that the information reaches everyone, guide everyone to strengthen safety awareness, and reduce unnecessary travel. We need to coordinate material preparation and rescue efforts, scientifically evaluate disaster and dangerous situations, optimize material transportation plans, closely coordinate and cooperate with troops stationed in Hebei, armed police, etc., organize emergency rescue personnel to station and concentrate on standby, and ensure that they can pull and win at critical moments. Emergency response should be initiated or adjusted in a timely manner based on warning information, and reasonable arrangements should be made for reservoir water storage and discharge, river flood discharge, and flood storage and detention areas. Mountain and water related scenic areas should be closed in advance, and emergency evacuation and transfer should be organized decisively.
Ni Yuefeng pointed out that the responsibility is heavier than Mount Tai and the leadership of the Party must be comprehensively strengthened. Party committees and governments at all levels should conscientiously implement their main responsibilities. The main responsible comrades of the Party and government should personally dispatch and make decisive decisions. The flood prevention command center should take the lead in grasping the overall situation and strengthening guidance. All relevant departments at all levels should strictly implement a 24-hour duty system, and leading cadres should take the lead in duty. In case of danger, they should report and handle it as soon as possible. We must fully leverage the role of grassroots party organizations as battle fortresses and the exemplary role of party members as pioneers, and stand up and charge ahead in the face of urgent, difficult, dangerous, and heavy tasks. We need to strengthen political supervision, examine and identify cadres in the flood prevention and disaster relief struggle, and let the Party flag fly high on the front line of flood prevention and disaster relief.
According to the Hebei Daily News published on the 30th, the reporter learned from the Water Resources Department of Hebei Province that according to forecasts, due to the impact of the 5th typhoon of this year, from July 29th to August 1st, Shijiazhuang, Baoding, Langfang, Xingtai, and Xiong'an New Area will experience heavy rainfall, and major floods may occur in river systems such as the Beisan River, Yongding River, Daqing River, and Ziya River. Under the strong command of the Provincial Party Committee and Provincial Government, the water conservancy system in the province has responded to the flood, implemented various preventive measures in an orderly manner, fought for the initiative in flood prevention, and made every effort to ensure the safety of people's lives and property.
As of now, the large and medium-sized reservoirs in the province have stored 2.828 billion cubic meters of water, 864 million cubic meters more than the same period in previous years. The water level of the reservoirs is controlled below the flood limit. The water level of each major river channel is stable and there is no significant flood process.
