Today, the draft of the Accessible Environment Construction Law is submitted for third review at the Third Session of the Standing Committee of the 14th National People's Congress. The previous second review draft stipulated that the state supports the installation of elevators or other accessible facilities in existing residential buildings to provide convenience for people with disabilities and the elderly. Today's three deliberation drafts further clarify the scope of installing elevators as: existing multi story residential buildings in old urban communities. Clarifying this scope means that limited resources should be focused more on areas with concentrated accessibility needs. The goal of installing elevators in old houses should be more precise and clear, and the measures should be more practical and feasible.
In addition, the third review of the draft specifically mentioned that in addition to measures and conditions that the people's governments at or above the county level and their relevant departments should take, the installation of elevators should also play the role of community grassroots organizations. Why? Because residents on different floors may have different concerns or interests in terms of house lighting, cost sharing, etc., there may also be communication and coordination issues between community residents and relevant government departments. This often requires grassroots organizations in the community to "bridge and mediate" and "thread the needle" in the middle, helping community residents reduce conflicts and disputes, obtain more support, and truly do a good job in installing elevators.
