On August 30th, at a press conference of the Ministry of Education, Tian Zuyin, Director of the Basic Education Department of the Ministry of Education, stated that since the 18th National Congress of the Communist Party of China, the urgent and difficult problems that the people have been hoping for have been effectively alleviated. By standardizing private compulsory education and steadily advancing it, free admission to nearby schools and comprehensive implementation of "citizen enrollment" in primary and secondary schools, the "school selection fever" in compulsory education has significantly cooled down.
At the same time, the "double reduction" work has achieved positive results, the total amount and duration of homework have been effectively regulated, and after-school services have basically achieved full coverage. The expansion of inclusive preschool education resources has effectively alleviated the problem of difficulty and high cost in entering kindergartens. The collaborative education mechanism between family, school, and society is gradually taking shape, and the vitality of education is constantly increasing.
Tian Zuyin said that since the 18th National Congress of the Communist Party of China, the policy and institutional system of basic education in China has been further improved, and basic education has undergone structural changes and achieved historic achievements. It has played an important role in achieving "education for young children, education for learning", "building the world's largest education system", and "achieving historic breakthroughs in education popularization", and has made positive contributions to the comprehensive construction of a moderately prosperous society.
In terms of educational conditions, the fiscal expenditure on basic education accounts for 70% of the total national fiscal expenditure on education. We have improved the unified funding guarantee mechanism for compulsory education in urban and rural areas, with an average annual growth rate of over 15% in fiscal funding for preschool education in the past five years. Ordinary high schools have established a basic standard for per capita public funding of no less than 1000 yuan, and the standard for per capita public funding for special education has reached 7000 yuan. Compared with ten years ago, the average area of teaching rooms per student has increased by 1/3, the average value of instruments and equipment per student has tripled, the Internet access rate has increased from 25% to nearly 100%, and the problems of large class size and large shops have been basically solved.
Deepen classroom teaching reform, improve science education and experimental teaching, establish a national smart education platform for primary and secondary schools, and promote the sharing of high-quality educational resources. The national education quality monitoring shows that students generally have positive life values, and about 80% of students achieve academic performance above average level. Some provinces in our country have participated in the International Student Assessment Program several times in a row, ranking among the top in subjects such as reading, mathematics, and science.

Tian Zuyin said, "At the same time, we must also be aware that the problem of imbalanced and insufficient development of basic education in China is still prominent, with insufficient and uneven allocation of high-quality resources. The level of education still needs to be further improved, and we must continue to deepen reforms to provide more fair and high-quality basic education."
