The reported party denies that the chairman of a real estate company in Fuzhou falsely reported others for obtaining huge demolition compensation rewards | Project | Situation | Housing | Wu Zhixiong | Wang Xiaoming | Expropriation | Relocation
Recently, multiple social media platforms have seen videos of real estate company chairman reporting the deputy director of the demolition office on suspicion of fraudulently obtaining huge national demolition compensation funds.
Wang Xiaoming reported in real name with his ID card that someone was suspected of fraudulently obtaining compensation rewards for demolition. Wang Xiaoming, Chairman of Fuzhou Tianhui Commercial Real Estate Investment Co., Ltd., the whistleblower, told Pengpai News that he was responsible for the content of the video report and provided relevant reporting materials. Wang Qun, Deputy Director of Fuzhou Diyuan Housing Acquisition Engineering Co., Ltd., the reported party, responded that he did not violate any rules in the operation of the project, and relevant policy interpretations can be obtained from the Housing Management Bureau. The Housing Security and Real Estate Management Bureau of Jin'an District did not respond to this matter.
Wang Xiaoming claimed in his real name report that in the renovation project of old houses in Houpu Village and surrounding plots in Jin'an District, Fuzhou City, Wang Qun, Deputy Director of Fuzhou Diyuan Housing Acquisition Engineering Co., Ltd., and Wu Zhixiong, one of the property owners, fraudulently obtained a reward of over 32 million yuan for early relocation during the signing period. The most core accusation is that the expropriation project should have been relocated before the end of 2018 to receive demolition compensation rewards, while Wu Zhixiong only completed the demolition in 2022 and should not have received huge compensation rewards.
Wang Xiaoming is the tenant of Wu Zhixiong's house. In the past few years, both parties have had disputes and lawsuits over the lease. On July 19th, the whistleblower Wu Zhixiong told Pengpai News that the report was a false accusation, and the relevant departments have verified that there is no evidence of fraud. "You can go to the competent department to understand," he said
On July 19th, another whistleblower, Wang Qun, provided an explanation of the project situation from the Land Acquisition Company and the Jin'an District Housing Management Bureau of Fuzhou City to Pengpai News. The situation statement states that the signing period of the project is from October 19, 2018 to December 2, 2018. On November 16, 2018, Wu Zhixiong signed a compensation and resettlement agreement and agreed to deliver the expropriated property during the negotiation period. Finally, the house will be relocated and delivered on January 25, 2022. The situation statement also states: "Currently, Wu Zhixiong has issued a compensation of 41000000 yuan for expropriation, with a total agreement compensation of 69348864 yuan. In addition, a preliminary evaluation fee of 4851962 yuan for secondary decoration has been issued by a third-party evaluation company. The remaining 33200826 yuan has not been paid."

According to feedback from the Housing Management Bureau of Jin'an District, Fuzhou City, the relocation was delayed due to asset evaluation, and in principle, it will be considered as a reward given during the signing period. The informant provided pictures
Wang Xiaoming has no objections to the signing and relocation periods, and has objections to the signing of compensation and resettlement agreements. In the judgment provided by the Fuzhou Intermediate People's Court, which has already taken effect, there is another explanation of the situation of the Diyuan Company. The explanation is as follows: "During the expropriation period, Wu Zhixiong reached a preliminary intention with our company through negotiation, signed a housing compensation and resettlement agreement in the signing period, and agreed to deliver the house within the negotiation period." "Which is true, one is the 'initial signature' and the other is the 'signing'?" Wang Xiaoming questioned.
According to Article 12 of the "Compensation Plan for Collective Land Acquisition and Housing" of the project, "Measures for Handling Relocations Beyond the Signing Period" states: "Those who relocate beyond the signing period shall not enjoy all the rewards and preferential policies stipulated above, and the phenomenon of exceeding the deadline for relocation and gaining more benefits shall be strictly prohibited." Wang Xiaoming believes that based on the above provisions, Wu Zhixiong's situation is clearly not eligible for receiving demolition compensation rewards.
According to the description of the land acquisition company, most of Wu Zhixiong's houses are for the lessee Wang Xiaoming's operation and use. During this period, Wang Xiaoming proposed that there are many types and quantities of decoration projects involved in decoration and equipment relocation, which need to be evaluated by a third-party evaluation company. Later, due to Wang Xiaoming's objections to the evaluation, the evaluation company was unable to issue a preliminary evaluation report, resulting in a delay in relocation.
The land acquisition company stated in the situation statement: "During the relocation process of the project, the houses of the expropriated households often need to undergo equipment or decoration evaluations, or special matters need to be discussed in the meeting, resulting in delayed relocation time. Rewards will be given during the signing period."

The Jin'an District Housing Management Bureau stated in the feedback of the situation explanation, "Considering that the expropriated person actively cooperated with the expropriation process and signed a expropriation compensation agreement, if the relocation was delayed due to asset evaluation, it should be considered as a reward during the signing period in principle."
Can relocation compensation rewards be obtained even if the relocation is not within the signing period? Wang Qun said that he is a collection implementation unit, not a policy maker, and can seek information from the policy regulatory department. On July 24th, Pengpai News sent an interview letter to the Housing Management Bureau of Jin'an District, Fuzhou City, but as of the time of publication, the bureau has not responded.
