Ms. Wang from Huzhou City, Zhejiang Province, completed the application form and signed the "Online Transfer Notice for Cross Shanghai Zhejiang Household Registration" when applying for household registration transfer at the Public Security Comprehensive Window of the Caojing Community Affairs Acceptance Service Center in Xuhui District, Shanghai. She successfully obtained the Shanghai household registration book in just 30 minutes. According to the previous process of handling inter provincial household registration migration, she needs to travel back and forth between two places to complete the entire process.
This is due to the commitment system of notification of certification matters in the field of registered residence management implemented in Zhejiang. By building the "Yangtze River Delta Police Integrated Cooperation Platform" and bridging the "information silos" between departments, the public can directly access relevant data as proof for handling business, greatly reducing the time and cost of cross provincial travel. At present, there are 50 government services related to registered residence in Zhejiang, which are "online" and "mobile".
According to data from the Ministry of Justice, since the launch of the comprehensive clearance of certification matters in 2018, more than 21000 certification matters have been cleared and cancelled by various provinces and relevant departments. The commitment system for notifying certification matters has been fully implemented, benefiting thousands of households through the "reduction of certification and convenience" policy.
In June 2019, the Ministry of Public Security decided to take the Zhejiang Provincial Public Security Department as the only pilot unit in China to carry out the notification and commitment system for certification matters in the field of registered residence management. Under the promotion of pilot reforms, it has become a common phenomenon for the public to run errands less than data.
Ms. Lin from Hangzhou, Zhejiang has already prepared all the documents for her newborn baby by the bedside. During the hospitalization and production period, Ms. Lin and her husband submitted a joint application for "one thing at birth", and a series of services such as birth medical certificates and vaccination certificates were processed online throughout the entire process, without the need to run once. At present, more than 700000 families have benefited from the "One Birth" joint office, and the relevant service standards have been officially released as local standards in Zhejiang Province, radiating and linking in the Yangtze River Delta region. The transfer of household registration across provinces has been included in the list of "inter provincial unified procedures" by the State Council and implemented nationwide.
Cao Liu, a professor at the Institute of Legal Government of China University of Political Science and Law, pointed out that Zhejiang Province focused on two "key issues", namely, birth registration and trans provincial household registration migration, which are the most closely related to the masses in the field of registered residence management, increased efforts to "reduce certificates for the convenience of the people", replaced the masses with promises to provide certificates, replaced conditional review with data sharing between departments, and replaced "the masses running errands" with "data running". This effectively solves the problems that are widely concerned by society and strongly reflected by the masses, such as difficulty, slowness, annoyance, running back and forth, etc., making the reform truly benefit the people and effectively enhancing their sense of gain and happiness.
For a long time, the registration process for professional and technical personnel qualification exams has been cumbersome and time-consuming, and some applicants are unable to arrive at the scene due to various reasons, resulting in missing the registration. Mr. Yang, a worker from Dongying Shengli Oilfield, faced this challenge two years ago. He has been stationed in an oil field in Iraq for a long time, but in 2020, due to epidemic prevention and control requirements, he was unable to return to China in a timely manner to submit application materials. When browsing the examination documents, he learned that proof materials such as education and work experience required for application can be submitted online. According to the requirements of the notification commitment system, Mr. Yang successfully completed his online registration abroad.
In December 2020, the Ministry of Human Resources and Social Security issued the Implementation Plan for the Comprehensive Implementation of the Notification and Commitment System for Certification Matters at the Ministry Level. In accordance with the principle of maximum benefit to the people and convenience, the Ministry's Examination Center will implement the Notification and Commitment System for all 18 certification materials involved in the registration of qualification exams responsible for examination affairs. Currently, more than 16.18 million people have completed their exam registration through the notification commitment system.
Yao Xingheng, a resident of Xinba Town, Guiding County, Qiannan Buyi and Miao Autonomous Prefecture, Guizhou Province, decided to open a cattle farm. In order to clarify the processing process, he took a car nearly a hundred kilometers to the certification window of the Qiannan Prefecture Market Supervision Bureau and anxiously consulted the staff: "The breeding farm I applied for is my own house with property registration, but it is far from the county town and it is not easy to come."
After learning about the situation, the staff helped Yao Xingheng submit his application online, electronically sign it online, and review and print his business license. In less than an hour, he obtained a brand new business license. This is due to the implementation of the certification matter disclosure and commitment system by the Guizhou Provincial Market Supervision Bureau from March 26, 2021, which will implement the disclosure and commitment system for submitting 12 certification matters of 5 categories that are frequently used and difficult to obtain.
Liu Ping, a specially appointed professor at East China Normal University, stated that the implementation of the commitment system for informing proof matters not only achieves the administrative management goals of "efficiency" and "convenience", but also solves the problem of "inability to provide evidence" caused by time and space limitations, and fundamentally controls the proliferation of various "strange proof" phenomena.
Professor Luo Zhimin from the School of Law at China University of Political Science and Law believes that the commitment system for notifying proof matters reduces approval time, improves administrative efficiency, and facilitates business entities, avoiding problems such as back and forth and difficulty in proof, giving them more autonomy.
