The spotted seal is a first-class protected animal in China, with less than 2000 remaining, and is known as the "giant panda at sea". Between 2016 and 2019, Zhai and others illegally hunted, acquired, transported, and sold multiple spotted seals, posing a serious threat to precious and endangered wildlife resources. The 72 live spotted seals detained in another location in this case were not released or rescued in a timely manner, resulting in new deaths or loss of release conditions.
Under the supervision of the Supreme Procuratorate, in March 2023, the Dalian Procuratorate in Liaoning Province filed a case for this clue. In response to the strong professionalism and difficulty of rescuing spotted seals, the procuratorial organs have organized multiple expert discussion meetings, established evaluation teams, and conducted wild training for those who meet the conditions for release. Those who do not meet the conditions are transferred to the local fishery department for rescue. At the same time, a collaborative mechanism for litigation and rescue of wildlife protection has been established at the provincial level nationwide. At present, the transfer of 46 spotted seals detained and placed in foster care in 10 provinces across the country has been completed, and rescue work is being carried out in an orderly manner.
