Since the implementation of the 2020 Special Action Plan for Digital Empowerment of Small and Medium sized Enterprises, the Ministry of Industry and Information Technology and the Ministry of Finance have selected and identified the first batch of 98 digital service providers in 38 sub industries, promoting more than 2000 small and medium-sized enterprises to complete digital transformation, with financial support of about 430 million yuan. However, there are still many pain points and difficulties in the digital transformation of small and medium-sized enterprises, such as unwillingness, reluctance, and inability to do so.
The Notice clarifies that by conducting urban pilot projects, supporting local governments in implementing comprehensive policies, exploring the methods, market mechanisms, and typical models for the digital transformation of small and medium-sized enterprises, sorting out a number of segmented industries for digital transformation, creating a number of digital transformation "small lighthouses" enterprises, cultivating a group of high-quality digital service providers, developing and integrating a number of "small, fast, light, and accurate" digital solutions and products, through demonstration, learning from samples, replication and promotion, guiding and promoting the acceleration of digital transformation of small and medium-sized enterprises, comprehensively improving the digital level of small and medium-sized enterprises, and promoting the deep integration of the digital economy and the real economy. In 2023, around 30 cities will be selected for pilot work, and the pilot scope will be further expanded in future years based on the implementation situation.
The Notice emphasizes that the central government will provide quota rewards to pilot cities, with a total amount of prize and subsidy funds not exceeding 150 million yuan for provincial capital cities, cities specifically designated in the national plan, and the Xinjiang Production and Construction Corps. The total amount of prize and subsidy funds for counties under the jurisdiction of other prefecture level cities and municipalities directly under the central government shall not exceed 100 million yuan. The Ministry of Finance will allocate prize and subsidy funds in chunks, which will be coordinated and used by pilot cities. According to the principle of "enterprises providing more, service providers offering more, and governments providing more", no less than 80% of the subsidy funds should be arranged to carry out digital transformation work for small and medium-sized enterprises. By supporting the transformed enterprises, they can choose digital service providers for digital transformation, which can be used for software and cloud service expenses related to digital transformation, necessary data collection and transmission equipment expenses such as gateways and routers, as well as consulting and diagnostic service expenses. Enterprises should pay attention to strengthening the depth of transformation and focus on carrying out the transformation of production and manufacturing related links.
