On August 28th, the Shenzhen Development and Reform Commission and the Shenzhen Housing and Construction Bureau issued a notice on the income and property limits for households applying for public rental housing and single residents in Shenzhen, setting the income and property limits for households applying for public rental housing and single residents in Shenzhen.
It is reported that the income limit for households applying for public rental housing in Shenzhen and single residents is below 54000 yuan per capita annual disposable income. The property limit for families applying for public rental housing and single residents is below 660000 yuan for families with 3 or less people, and below 870000 yuan for families with 4 or more people.
According to the previously released "Implementation Rules for Checking and Identifying the Economic Status of Families Applying for Public Rental Housing in Shenzhen" by the Shenzhen Housing and Construction Bureau, regarding the scope of household income, the scope of household income for the verification object is further refined, stipulating that household income mainly includes wage income, net operating income, net property income, and net transfer income. On this basis, eight categories, including preferential benefits, scholarships, and basic pension for urban and rural residents, are not included in household income.
With regard to the scope of family property, it is stipulated that the scope of family property is all physical property and monetary property owned by the check object, including houses, vehicles, bank deposits, securities, funds, commercial insurance, Internet financial assets, etc.
The highly anticipated "Shenzhen Public Rental Housing Management Measures", "Shenzhen Affordable Rental Housing Management Measures", "Shenzhen Shared Property Housing Management Measures", and "Shenzhen Affordable Housing Planning and Construction Management Measures" have been officially implemented since August 1, ensuring that residents facing various housing difficulties have a place to live.
According to the above measures, public rental housing is mainly provided for qualified registered residence residents with housing difficulties and front-line workers who provide basic public services for the society. Those who apply for waiting for public rental housing mainly need to meet the following conditions: registered residence, no self owned housing in the city, no preferential policies for housing security in the city, income and property in line with the limit standards, normal payment of social insurance and cumulative payment of 3 years. For those who meet the property limit standards for public rental housing income, the rent is 30% of the market reference rent. For those who belong to extremely impoverished individuals, families with the lowest living allowance, or families on the edge of the lowest living allowance, the rent is 3% of the market reference rent.
In fact, Beijing has been exploring the standard for determining the income limit of applicants for public rental housing for many years. The Notice of the People's Government of Beijing Municipality on Strengthening the Construction and Management of Public Rental Housing in Beijing, which came into force on December 1, 2011, stipulates that the applicant must have a registered residence in the city's cities and towns, and the per capita housing area of the family is less than 15 square meters; Families with 3 or less have an annual income of less than 100000 yuan, and families with 4 or more have an annual income of less than 130000 yuan. The Notice also proposes that the housing and urban-rural construction department in Beijing should, in conjunction with relevant departments, make timely dynamic adjustments to the above standards based on changes in the per capita disposable income level in the city.
In addition, as of now, Shenzhen has supplied and allocated 34000 units of affordable housing this year, and plans to complete the target of supplying and allocating 65000 units for the whole year by the end of the year. Previously, Shenzhen made adjustments to the 14th Five Year Plan for housing development, adjusting the original goal of building and raising 540000 units of affordable housing to no less than 740000 units, with a significant increase of 200000 units, all of which are affordable rental housing.
