The People's Bank of China Holds a Warning Education Conference and Theme Education Promotion Meeting

Recently, the People's Bank of China held a warning education conference and a theme education promotion meeting. Qu Jishan, a member of the Party Committee of the People's Bank of China and the head of the Discipline Inspection and Supervision Group of the Central Commission for Discipline Inspection and the State Supervision Commission stationed in the People's Bank of China, reported on typical cases of violations of discipline and law within the systems of the People's Bank of China and the State Administration of Foreign Exchange. Pan Gongsheng, a member of the Party Committee of the People's Bank of China, Secretary of the Party Group of the State Administration of Foreign Exchange, and Director of the State Administration of Foreign Exchange, put forward requirements for the system of the State Administration of Foreign Exchange. Guo Shuqing, Secretary of the Party Committee of the People's Bank of China and head of the Theme Education Leading Group, deeply understood the arduous tasks faced by the construction of Party conduct and clean governance. Xuan Changneng, member of the Party Committee and Vice President of the People's Bank of China, presided over the meeting, and Ye Dongsong, leader of the 33rd Central Guidance Group, attended the meeting.

Since the 18th National Congress of the Communist Party of China, a lot of work has been done in the field of financial anti-corruption, and some achievements have been made. However, from the overall perspective of strict governance of the Party and the fight against corruption, there is still a gap in the anti-corruption work in the financial sector. Party organizations at all levels of the system and the vast number of party members and cadres should maintain a clear mind, deeply draw lessons from serious violations of discipline and law such as Fan Yifei, maintain political composure, firmly establish the awareness of "strictness as we move forward", resolutely fight against all bad practices and corrupt actions, and strive to achieve the strategic goal of not daring to corrupt, not being corrupt, and not wanting to corrupt in one.

Guo Shuqing emphasized that we should take the case as a lesson, take strengthening the Party's leadership and political construction as the primary task, further firmly establish the Party's consciousness, consciously enhance the Party's concept, and continuously strengthen the responsibility of managing and governing the Party. We must resolutely implement democratic centralism and work together to maintain a good political ecology. From the perspective of promoting the sustained and healthy development of the central bank's cause, we must strictly manage and supervise cadres, continuously promote the rectification of work style, discipline and anti-corruption, and especially strengthen the ideological refinement, party spirit training, and education and training of young cadres. We need to further improve the mechanism for implementing responsibilities, transmit pressure layer by layer, and enable every party member and cadre to exercise their due rights and fulfill their responsibilities.

Guo Shuqing requested to benchmark the central decision-making and deployment, firmly grasp the overall requirements, fundamental tasks, and specific goals of theme education, and continuously deepen the theme education throughout the system. We need to educate and guide party organizations at all levels of the system, as well as the vast number of party members and cadres, to rectify and cultivate their ideological roots, continuously strengthen the Party's innovative theoretical armament, and do a good job in deepening, internalizing, and transforming work. We must establish and practice a correct view of political achievements, resolutely prevent and correct negative tendencies, and effectively transform research results into practical measures to solve problems, improve work, and promote development. We should actively act and dare to fight in serving the overall situation, serving the people, and preventing risks. We should organically integrate inspection and rectification, as well as the education and rectification of the cadre team, into theme education, and test the effectiveness of theme education with the results of problem rectification. We must firmly guard against formalism and bureaucracy, resolutely prevent "low-level red" and "high-level black", focus on rectifying various "flower fists and embroidered legs" and "superficial articles", and effectively improve the quality of theme education through tracking and questioning.

We must benchmark against the requirements of the central government, continuously strengthen the strict atmosphere, and adhere to strict management and governance. We must adhere to the combination of negative warnings and positive guidance, and promote the normalization and long-term effectiveness of warning education in the foreign exchange bureau system. We need to deeply understand the importance of warning education, integrate rectification and discipline with educational guidance, improve systems, and promote governance. We should integrate warning education into daily life and pay attention to it regularly. We should strengthen warning education for young cadres, especially those in key positions, and promote comprehensive and strict governance of the Party in depth. We must integrate and implement measures, adhere to the principle of learning from cases, deepen the rectification of conduct, discipline, and anti-corruption, and closely combine theme education with promoting high-quality development of foreign exchange management work. Implement the spirit of the Central Eight point Regulations, continuously rectify the "Four Winds", strengthen the restraint and supervision of power operation, strengthen the political responsibility of governing the Party, and create a pure political ecology and a good working environment.

Qu Jishan pointed out that we need to have a clear understanding of the current situation of anti-corruption struggle, learn from cases, and persistently promote the construction of party conduct and clean governance in the People's Bank of China and the foreign exchange bureau system, as well as the fight against corruption. We must vigorously control the "key minority", especially the "top leader", strengthen the top-down supervision of the Party organization, implement the main responsibility of the leadership team and the first person in charge of the "top leader", and ensure that members of the team have "dual responsibilities". We must continue to deepen the construction of work style, improve the mechanism for rectifying the "Four Winds", and repeatedly crack down on hedonism and extravagance. We should put the rectification of formalism and bureaucracy in a more prominent position, comprehensively rectify the problem of work style with "superficial at the bottom and root at the top". To effectively improve the mechanism of power supervision and restraint, coordinate the use of various tools for supervision, discipline, and accountability, as well as the "four forms" of policy measures, and strengthen the prevention and control of integrity risks in key areas and key links. We must vigorously create a good culture of integrity in the central bank, deepen and thoroughly educate on ideals and beliefs, party spirit, conduct, and discipline in theme education and cadre education, guide party members and cadres to uphold integrity, and provide strong political support for the healthy development of the financial industry.

Xuan Changneng emphasized the need to always bear in mind the political and people-oriented nature of financial work, and through solid and in-depth thematic education, guide Party members and cadres to have a deeper understanding of the decisive significance of the "Two Foundations", consciously enhance the "Four Consciousnesses", strengthen the "Four Confidences", and achieve the "Two Safeguards". We must adhere to a strict main tone without wavering, strengthen supervision and restraint, lock power in the cage of the system, and let power operate under the sunshine. We must closely integrate with the central work, implement the overall requirements of theme education, strengthen investigation and research, deeply summarize experience and cases, carefully examine and rectify problems, implement the actual results of the decisions and deployments of the Party Central Committee and the State Council, and take practical actions to solve the urgent and difficult problems of the people, in order to test the effectiveness of theme education.

Cadres at or above the level of directors of various departments and bureaus of the People's Bank of China and the State Administration of Foreign Exchange, as well as cadres at or above the level of head of departments in sub provincial city center branches and affiliated units, dispatched cadres at the level of disciplinary inspection and supervision teams, and all members of the Party Committee's touring guidance group of the head office attend the meeting through the video conference system at the branch venue.
