Later, in 2011, he paid 3.44 million yuan in usage fees to the government through the implementation of supplementary procedures and obtained a usage certificate with a service life of 50 years, which expired on October 10, 2061.
As a result, Huang Yimin obtained China's first uninhabited island use right certificate with the number "11001" issued by the State Oceanic Administration in 2011, becoming the first legally recognized "island owner" of an uninhabited island in China. Because he happens to have the same surname as Huang Yaoshi in martial arts novels, Huang Yimin is also known as the "Yellow Island Lord" in the industry.

A few days later, the Ningbo Intermediate People's Court issued a second auction announcement. The starting bid price for Danmen Mountain Island this time has dropped to 22.28 million yuan, and the bidding period is still one day. After 55 rounds of bidding, four bidding investors successfully bid for investor B6915, with a transaction price of 28.68 million yuan lower than the evaluation price by more than 10 million yuan.
The confirmation letter of bidding results on the auction page shows that the winner of the auction to become the new "owner" of Danmen Mountain Island is a natural person named Li Guozhu, and there is currently no more public information about him, which is quite mysterious. He will obtain the right to use the uninhabited island and sea area of Danmenshan Island in Dongchen Township, Xiangshan County, as well as the existing buildings and related facilities on the island.

In 2003, the State Oceanic Administration and the Ministry of Civil Affairs officially implemented the "Regulations on the Protection and Utilization of Non Residential Islands", which explicitly allowed individuals or institutions to develop and utilize non residential islands for a maximum lease period of 50 years.
