Recently, Hangzhou West Lake Scenic Area State owned Capital Investment and Operation Co., Ltd. was fined 120000 yuan by the West Lake Scenic Area Branch of the Hangzhou Market Supervision Administration for consumer infringement.
According to the Qichacha app, in the section of illegal facts, it was mentioned that a consumer complained that while taking a hand rowing boat to tour West Lake, the boatman did not provide the required service within one hour and ended the process of allowing consumers to disembark early.
After investigation, it was found that the parties involved in the operation of hand rowing services engaged in behaviors such as shortening the rowing service time without the consent of tourists, ending the trip ahead of schedule, and charging boat fees based on pricing.
From January to April 2023, there were a total of four illegal acts of charging cruise fees but not providing services according to the agreed time, which infringed on the legitimate rights and interests of tourists.
On April 9th, according to media reports, some citizens and tourists reported that hand rowing at West Lake in Hangzhou charges 150 yuan per hour, but in reality, the time taken by boat is only about 30 minutes. After the incident, the West Lake Water Management Office in Hangzhou issued a response stating that the three involved boatmen had their qualifications for working in the West Lake water area revoked.
