The 2023 National Conference on the Development of Specialized, Refined, Special, and New Small and Medium sized Enterprises was held today in Hangzhou, Zhejiang. The reporter learned from the meeting that as of now, China has cultivated more than 12000 specialized, refined, and new "little giant" enterprises, over 98000 specialized, refined, and new small and medium-sized enterprises, and 215000 innovative small and medium-sized enterprises. The gradient cultivation of high-quality small and medium-sized enterprises has achieved positive results.

From the perspective of industry distribution, out of 12000 small giant enterprises, there are over 10000 manufacturing enterprises. More than 40% of "little giants" gather in the fields of new materials, next-generation information technology, new energy, and intelligent connected vehicles; More than 60% are deeply involved in the industrial foundation field.

From the perspective of innovation capability, the specialized and innovative small giant enterprise has over 200000 invention patents. There are approximately 17 invention patents per household. In addition, as the main drafting unit, the specialized and innovative small giant enterprise has formulated and revised nearly 40000 standards, with an average of over 3 per household.

From the perspective of supporting capabilities, specialized and innovative small giant enterprises have generally established good cooperative relationships with large enterprises, and over nine have become well-known supporting facilities for large enterprises both domestically and internationally.

Minister of Industry and Information Technology Jin Zhuanglong: We will deepen the implementation of the "Three Empowerments" special action for small and medium-sized enterprises, including digital empowerment, technological achievement empowerment, and quality standard brand empowerment. The reporter also learned from the 2023 National Conference on the Development of Specialized, Refined, and New Small and Medium sized Enterprises that recently, the Ministry of Industry and Information Technology, the People's Bank of China and five other departments jointly launched the "One Chain, One Policy, One Batch" financing promotion action for small and medium-sized enterprises, promoting greater financial support for the specialized, refined, and new development of small and medium-sized enterprises.

It is understood that the financing promotion action will focus on improving the resilience and security level of key industrial chains and supply chains, encouraging financial institutions to provide targeted diversified financial support measures based on the characteristics of the industrial chain, and increasing financial support for the specialized, refined, and innovative development of small and medium-sized enterprises.

During this period, a group of high-quality small and medium-sized enterprises that have played a role in strengthening, supplementing, and stabilizing the industrial chain were sorted out by the local industrial and information regulatory authorities, in order to understand the basic situation and financing needs of the enterprises. Financial institutions connect with small and medium-sized enterprises on the chain to meet their reasonable financing needs and provide professional financial services. At the same time, guide government financing guarantee institutions to strengthen their credit enhancement support for eligible small and micro enterprises on the chain.

In addition, relevant departments will also select a group of innovative, technological, and potential small and medium-sized enterprises, and organize investment and financing docking activities in a regular manner across chains and industries, with a focus on providing financing support for technology research and development, achievement transformation, integrated innovation, and collaborative research and development for small and medium-sized enterprises on the chain.

Continuously increasing efforts in various regions to cultivate specialized, refined, innovative, and small and medium-sized enterprises

Small and medium-sized enterprises are the driving force of socio-economic development, and specialized and innovative enterprises are the "leaders" of small and medium-sized enterprises. Currently, various regions are taking multiple measures to support the development of small and medium-sized enterprises, stimulating the emergence of more specialized, refined, and innovative small and medium-sized enterprises.

In Ningbo, Zhejiang, the local government has established the "8718 Small and Medium sized Enterprise Public Service Platform", which sounds like "helping enterprises". Through this government led and market-oriented enterprise service platform, various resources are integrated locally to solve practical difficulties for enterprises.

Fu Qianqian, Deputy General Manager of the Public Service Platform for 8718 Small and Medium-sized Enterprises in Ningbo, Zhejiang: There are about 390000 companies on our platform, which basically covers all the regulated companies in Ningbo. Our annual service volume is at least 40 thousands or 50 thousands pieces.

Nowadays, Ningbo has formulated 21 measures to promote the development of small and medium-sized enterprises, and has cultivated 10 public service demonstration platforms for small and medium-sized enterprises.

Not only Zhejiang, but currently, various regions are increasing their efforts to cultivate specialized, refined, and innovative small and medium-sized enterprises. Hubei has identified 4157 provincial-level "little giant" enterprises and has initially established a gradient cultivation system for "specialized, refined, unique, and new" enterprises, which is in line with the requirements of cultivating national level "little giant" enterprises.

Guangdong is urgently formulating policies to promote the high-quality development of specialized, refined, and innovative enterprises. It will strengthen the cultivation of specialized, refined, and innovative enterprises in 11 aspects, including strengthening the gradient cultivation mechanism, promoting digital transformation, unblocking funding channels, and strengthening talent support.

Jiangsu recently issued a three-year action plan for cultivating specialized, refined, and innovative enterprises, increasing support in eight areas including gradient cultivation of high-quality enterprises, improvement of innovation level, strong cooperation and supporting chains, and creation of high-quality brands.
