How to make a city's drainage system more resilient to rainfall? In addition to a well-developed drainage network, water storage and peak shaving are also a way. According to the requirements of the city and district's rainwater planning, Pudong New Area adopts the method of building new initial rainwater storage tanks to further improve the water environment management system and meet the needs of regional sustainable development.
According to the rainwater planning requirements of Shanghai and Pudong New Area, by 2035, a modern urban rainwater drainage pattern with appropriate standards, reasonable layout, safety and reliability, good environment, and effective management should be basically formed. The drainage system should have a capacity of once every 3 to 5 years, controllable internal waterlogging once every 50 to 100 years, and an overflow pollution load control rate of 80%.

In order to achieve the planning goals, Pudong New Area adopts the method of building new regulating and storage tanks for the existing drainage system, without the need for large-scale renovation of the municipal rainwater system, to achieve the effect of standard improvement and pollution control. According to the Notice of Shanghai Municipal Water Bureau on Issuing the Construction Tasks of Rainwater Storage Facilities, during the 14th Five Year Plan period, the construction target for the initial rainwater storage facilities in the new area is 118, with a total scale of approximately 979000 cubic meters. Among them, the Ecological Environment Bureau of the New Area is the main construction entity for 76 buildings, with a scale of approximately 631000 cubic meters.
In 2022, the Municipal Water Bureau and the Municipal River Chief Office issued assessment tasks for the construction of 48 initial rainwater storage tanks in the city, with 8 to be completed in the new area. Among them, the Ecological Environment Bureau of the new area is the main construction entity for 3, namely the Huamu No.1 initial rainwater storage tank, Kangqiao Road rainwater pump station, and Yangjing rainwater pump station. At present, all three projects have started construction.

According to the Ecological Environment Bureau of the New Area, the construction project of the Huamu No.1 initial rainwater storage tank is the first initial rainwater storage tank to start construction during the 14th Five Year Plan period in the New Area. Its main function is to solve the problem of rainwater pollution in the Huamu area. The service area starts from Zhangjiabang in the north, ends at Baiyang Road in the east, ends at Longyang Road in the south, and ends at Yanggao South Road in the west, with a total service area of about 3.63 square kilometers and a storage capacity of 13100 cubic meters.
It is reported that Huamu No. 1 primary rain storage tank collects the initial rain in this area by means of centralized storage at the end, and reasonably uses Huamu No. 1 pump station and the century park green space in the south to intercept the initial rain in this area to the new storage tank through the inlet gate shaft of the rainwater pump station. After the rain stops, the initial rainwater stored and regulated will be lifted to the downstream municipal sewage pump station, and finally treated by the Phase II sewage pipe network to Bailonggang Sewage Treatment Plant, and then discharged up to the standard.

The construction project of Huamu No.1 Chuyu Reservoir was approved on October 14, 2021, and started on August 13, 2022. The main enclosure structure of the reservoir will be completed by the end of 2022. Excavation construction of the foundation pit will start in February this year, and the large bottom plate has been completely sealed. The fourth layer frame construction is currently underway, and the goal of completion and water supply is planned to be completed by the end of the year.
We also encountered many difficulties during the construction process. For example, the construction site is cramped, there are many construction machinery, and multiple types of work require cross construction. Therefore, the construction party overcame the difficulties through reasonable arrangement and layout, ensuring the smooth completion of the enclosure structure. In addition, the construction party also utilizes BIM technology to summarize and report the monitoring data of the foundation pit on the construction site. Based on the existing on-site monitoring points, they correspond one-to-one on the model, and all monitoring data is reflected on the model. The daily summary forms a change curve to provide data support for all participating parties. In addition, BIM technology is also applied to the modeling of enclosure structures, internal structures, and equipment installation. The model corresponds one-to-one with on-site construction to form a visual model, which is more conducive to the smooth progress of construction.

It is reported that the new area needs to complete the construction of no less than 23 initial rain storage tanks this year. At present, the new district has preliminarily planned to start 19 new initial rainwater storage tank projects, and all have completed the feasibility report. 14 projects, including Huamu No.2, have obtained approval for the feasibility report. Among them, the Jinqiao area project has obtained preliminary design, budget approval, and engineering planning permit.
