The National Office for Flood Control and the Ministry of Emergency Management will discuss and deploy flood and typhoon prevention work in key areas
Beijing, August 13 (Xinhua) - On August 13, the General Office of Flood Control and the Ministry of Emergency Management organized a special video conference on flood and typhoon prevention, jointly with the China Meteorological Administration, the Ministry of Water Resources, and the Ministry of Natural Resources to assess rainfall, flood, and disaster situations. The video conference arranged and deployed flood and typhoon prevention work in key areas such as Tianjin, Liaoning, Chongqing, and Shaanxi.
The meeting pointed out that some sections of the main stream of the Songhua River and its tributaries, such as the Lalin River, are still in a state of over alert. The flood process in the Haihe River Basin has not yet ended, and the closure of the main channel in Wen'an, Hebei and the defense of the Zhuotou drainage channel in Tianjin are in a critical stage. According to predictions, there will still be strong rainfall in some areas of the northeast, northwest, and southwest in the next two days, with strong convective activity in some areas.
The meeting emphasized the need to fully understand the persistence and difficulty of river flood prevention, continue to strengthen inspection and emergency rescue forces, scientifically investigate and eliminate risks, and accelerate the restoration of embankment breaches. We need to ensure the living security and psychological counseling of the relocated population, and conduct safety assessments of houses in advance for those who meet the conditions for returning home. After confirming their safety, we will organize personnel to return. We need to keep an eye on weather changes, refine forecasts, and issue early warnings. Liaoning, Xinjiang, Southwest, Northwest and other regions should focus on preventing mountain floods and geological disasters, increase efforts to identify risks and hidden dangers, and do a good job of transferring and avoiding risks in advance; Implement the "three responsible persons" for small and medium-sized reservoirs, and carefully consider rescue plans for small reservoirs in areas with heavy rainfall based on extreme situations. At the same time, we must continue to do a good job in searching and rescuing missing personnel from mountain floods and mudslides in Chang'an District, Xi'an.
Currently, the National Flood Control Administration maintains a Level 2 emergency response for flood control in Tianjin, a Level 3 emergency response for flood control in Beijing, Hebei, Jilin, and Heilongjiang, and a Level 4 emergency response for flood control and typhoon prevention in Liaoning. The working group continues to assist in guiding flood control and typhoon prevention work in Tianjin, Hebei, Liaoning, Jilin, and Heilongjiang.
