Today, the National Narcotics Control Office expressed strong dissatisfaction with the US's repeated use of drug issues to sanction Chinese companies and individuals, as well as Chinese citizens, in order to smear and suppress China, regarding the US's use of Chinese chemicals and tablet press equipment to manufacture fentanyl in Mexico for two consecutive times this year. The chemicals, tablet machines, capsule filling machines, tablet machine molds and other products provided by the United States are not regulated under international drug control conventions and Chinese laws and are ordinary commodities.
China has always conscientiously fulfilled its obligations under the United Nations 88 Convention, implemented import and export licensing and international verification systems for precursor chemicals in accordance with the Regulations on the Management of Precursor Chemicals, and required enterprises applying for the export of precursor chemicals to submit a certificate of legal use issued by the competent government department of the importing party or a guarantee document for the legitimate use of the importing party; For enterprises applying to import precursor chemicals, it is required to submit guarantee letters and other documents that cannot be used for drug production. If necessary, the competent department will conduct on-site inspections. The competent authorities in our country use the "Pre export Notification System" developed by the International Narcotics Control Bureau to conduct international verification of precursor chemicals under international control, and proactively carry out pre export notification and international verification for some precursor chemicals under Chinese control but not yet listed internationally. In recent years, China has suspended the export of tens of thousands of tons of precursor chemicals through import and export verification every year, effectively preventing precursor chemicals from flowing into illegal channels through international trade channels. For non regulated chemicals and equipment, the Chinese public security and drug control departments will strengthen publicity and guidance, encourage enterprises to exercise self-discipline, and prevent them from entering illegal channels.

The main regulatory responsibility for preventing the loss of precursor chemicals lies with the competent authorities of the importing country. Drug control cooperation between China and the United States should be carried out within the framework of domestic laws, and bilateral law enforcement cooperation should be carried out on the track of the rule of law. The US claims that the precursor for processing fentanyl in Mexico comes from China, but the chemicals and related equipment involved are not regulated under international drug control conventions and Chinese and Mexican laws. The Chinese government's attitude towards strict drug control is consistent and resolute. China has taken the lead in categorizing fentanyl like substances without any harm from abuse, while the United States, which is deeply affected by fentanyl abuse, has not officially classified fentanyl and continues to hype up the so-called issue of Chinese chemicals flowing into Mexico. We believe that reducing domestic demand and supply is the fundamental solution to address the abuse of fentanyl in the United States. We blame other countries for not being able to fundamentally solve the problem by shifting conflicts. We hope to see the United States take more meaningful and concrete actions.
