On August 4, the National Flood Control General Office and the Emergency Management Department organized a rolling video conference on flood and typhoon prevention, and jointly discussed with the China Meteorological Administration, the Ministry of Water Resources and the Ministry of Natural Resources. The video links the prevention indicators of Tianjin, Hebei, Jilin, Heilongjiang, Zhejiang and other provinces, studies and judges the northern rainstorm and flood disasters and the development trend of typhoon "Kanu", and arranges and deploys flood prevention work in key areas.
On August 4th at 16:00, the National Flood Control Administration raised the emergency response level for flood control in Jilin and Heilongjiang to Level 3, maintained Level 2 emergency response level for flood control in Tianjin and Hebei, adjusted Level 3 emergency response level for flood control in Beijing and Henan, and maintained Level 4 emergency response level for flood control and typhoon prevention in Zhejiang and Fujian; Issue reminder letters for heavy rainfall prevention and response work in southern and southwestern regions. At 18:00 on August 3rd, the National Disaster Reduction Commission and the Ministry of Emergency Management launched a national level four disaster relief emergency response for Tianjin.
The meeting pointed out that the current situation is severe as we are facing a three line battle against floods and typhoons along the coastal areas of Northeast China, Beijing Tianjin Hebei, and Jiangsu Zhejiang. The flood in the Haihe River Basin is evolving towards the downstream plain area, with a large number of reservoirs exceeding the flood limit and multiple use of flood storage and detention areas. It is necessary to be highly vigilant about the risk of dam collapse and breach during the retreat period. The rainfall in the Northeast region is still strong, and Typhoon No. 6, Kanu, has brought strong wind and rain impacts to the coastal areas of Jiangsu and Zhejiang, making flood control and disaster relief tasks challenging.
The meeting emphasized that the Haihe River Basin should strengthen embankment inspections, effectively eliminate risks, make reasonable use of flood storage and detention areas, do a good job in personnel relocation and resettlement, and strictly prevent secondary disasters; We need to conduct rolling consultations and judgments, preset emergency rescue forces, equipment, and materials in advance, and improve the efficiency of response and disposal; We need to verify the disaster situation as soon as possible, organize post disaster reconstruction in an orderly manner, and restore production and living order in the disaster area as soon as possible. The flood prevention foundation in the Northeast region is weak, and it is necessary to strengthen the inspection, rescue, and disposal of reservoirs and embankments. Depending on the situation, sub embankments should be built in advance, and rescue forces and materials and equipment should be pre-set; We need to implement a warning response linkage mechanism and a disaster warning "call response" mechanism for grassroots responsible persons, and make every effort to prepare for emergency rescue; To promptly and decisively transfer threatened populations, strengthen safety management, and ensure basic living standards; We must urgently repair damaged facilities and equipment, and ensure water supply, power supply, transportation, communication, and other security measures. The coastal areas of Jiangsu and Zhejiang should continue to monitor the trend of typhoons, strictly manage ships that have returned to port and personnel who have landed, and prevent "seizing the tail of the wind" from going out to sea.
From August 1st to 3rd, the General Office of National Defense and the Ministry of Emergency Management, in conjunction with the State Administration of Grain and Material Reserves, continuously dispatched central emergency rescue and disaster relief supplies to Tianjin, Hebei, Henan, and Jilin. Among them, 6.5 million woven bags, 1.2 million square meters of laminated woven fabric, 900000 square meters of long filament geotextile, 200 rescue boats and other flood prevention materials were transported to Tianjin, Hebei, Henan, Jilin and other places; Increase the allocation of 80000 pieces of disaster relief materials, including folding beds, mattresses, towels, and summer cool blankets, to Tianjin and Hebei.
