The National Development and Reform Commission has issued a new central investment of 3.1 billion yuan to promote employment and poverty alleviation for 100000 low-income rural groups
In order to thoroughly implement the spirit of General Secretary Xi Jinping's important instructions on work-for-work and implement the decisions and arrangements of the CPC Central Committee and the State Council, the National Development and Reform Commission has greatly increased 3.1 billion yuan to 22 central and western provinces in the central budget on the basis of the 2023 7.8 billion yuan central investment plan for work-for-work in mid-June. A total of 559 work-for-work projects will be supported to attract nearly 100000 rural poverty-poor and other low-income groups to participate in the project construction, the remuneration for labor services exceeded 1 billion yuan, accounting for 33% of the central investment, and the per capita income increased by more than 10000 yuan.
This batch of newly issued central budget investment plans highlights the following three policy requirements: first, focus on key groups in difficult areas. All efforts will be directed towards underdeveloped areas, with a focus on and priority support for 832 poverty-stricken counties, national key assistance counties for rural revitalization, revolutionary old areas, major grain producing counties, areas greatly affected by natural disasters, and areas with heavy follow-up support tasks for poverty alleviation through relocation. Priority will be given to attracting urban and rural employment difficulties, especially rural poverty alleviation populations, those in need of assistance due to disasters, monitoring objects for preventing poverty return, and poverty-stricken populations through relocation, to participate in the construction of work for relief projects, and to achieve employment and income growth at their doorstep. The second is to ensure that the project can start construction quickly. In the planning and reserve stage of the project, various regions have been organized to conduct a review of the compliance of the policy of using work as a substitute for relief, as well as the completeness of preliminary procedures, in accordance with the principle of "provincial overall responsibility, provincial, municipal, and county level review and control", to ensure that the project can start construction quickly after the investment plan is issued, and to provide large-scale employment positions for the disadvantaged groups in the project location as soon as possible. In the document issued in the plan, it is required that all regions carefully learn and draw on the experience and cases of the "Ten Million Project" in Zhejiang, promote the priority support for the improvement of beautiful and livable villages and the improvement of supporting infrastructure in relocation and poverty alleviation areas through work as a substitute for relief investment, timely and fully distribute labor remuneration, and actively carry out new relief models such as labor skill training and public welfare job development based on project construction, to play the policy function of "dual assistance of ambition and intelligence, and dual teaching of fish and fishery" through work as a substitute for relief.
As of now, the National Development and Reform Commission, in collaboration with the Ministry of Finance, has issued a central investment of 10.9 billion yuan for the year 2023, driving various local funds of 2.7 billion yuan, and supporting the implementation of 2710 work for relief projects in local areas. After the implementation of the project, labor remuneration will exceed 3 billion yuan, attracting and driving 300000 rural residents in the project area to achieve local and nearby employment, effectively expanding the channels for rural labor employment and income growth, promoting employment and income growth for disadvantaged groups, improving rural production and living conditions, and stimulating the internal motivation and self-development ability of the population.
Next, the National Development and Reform Commission will take a proactive approach based on the current employment situation, adhere to solving the problem of increasing employment and income for the masses as the starting point and foothold of work as a substitute for relief work, supervise and guide local governments to accelerate the progress of work as a substitute for relief projects, solidly grasp key links such as mass labor organizations and labor remuneration distribution, and work with relevant departments to vigorously promote the use of work as a substitute for relief in key engineering projects and agricultural and rural infrastructure construction, fully playing the role of work as a substitute for relief in stabilizing employment, protecting people's livelihoods, and promoting consumption.
