On July 30th, the National Development and Reform Commission held a briefing on the development and reform situation for the first half of 2023. The meeting proposed six tasks, including increasing macroeconomic policy regulation, promoting consumption and investment expansion, supporting the development of the real economy, deepening reform and opening up, consolidating the foundation of economic security, and ensuring and improving people's livelihoods.
The analysis of the meeting pointed out that we should fully recognize the sustained recovery of the national economy, the overall recovery and improvement, the solid promotion of high-quality development, and the stability of the overall social situation. These achievements have been achieved in a situation where external demand is weakening, the adverse effects of international environmental changes on me are increasing, domestic cyclical structural contradictions are intertwined and overlapping, and risks and hidden dangers in some areas are gradually emerging. They are in line with expectations and have not come easily. At the same time, we must face new difficulties and challenges such as insufficient domestic demand, operational difficulties for some enterprises, risks and hidden dangers in certain fields, and a complex and severe external environment. It is even more important to deeply recognize that China's economy is resilient, has great potential, and is full of vitality. The long-term positive fundamentals have not changed, and a new development pattern is being accelerated. High quality development is being comprehensively promoted, and economic development has good support and favorable conditions. China has confidence, conditions, and capabilities to promote the continuous improvement of its economic structure, growth momentum, and development trend.
The meeting proposed to adhere to stability as the top priority, seek progress while maintaining stability, and solidly promote new achievements in development and reform work.
One is to increase the intensity of macroeconomic policy regulation, implement precise and effective macroeconomic regulation, strengthen macroeconomic policy coordination and pre research reserves, and solidly guide expectations.
The second is to promote consumption and investment expansion, promote the steady recovery and expansion of bulk consumption, maintain rapid growth in service consumption, activate private investment, play the role of government investment guidance, and unleash the demand potential in promoting regional urban-rural coordinated development.
The third is to support the development of the real economy, accelerate the construction of a modern industrial system, promote high-level technological self-reliance and self-improvement, promote the transformation and upgrading of traditional industries, accelerate the cultivation of strategic emerging industries, and comprehensively implement policies to help enterprises reduce their burden and increase efficiency.
