The notice points out that various regions should deeply understand the important significance of the policy of using work as a substitute for relief in flood prevention, disaster relief, and post disaster recovery and reconstruction, play a good role in using work as a substitute for relief for disadvantaged groups, increase special investment in work as a substitute for relief to support the recovery and reconstruction of infrastructure in disaster stricken areas, vigorously promote the use of work as a substitute for relief in post disaster recovery and reconstruction projects, and widely organize disaster stricken people, especially poverty-stricken people and other low-income populations, to participate in post disaster reconstruction projects, achieving local employment and income growth.
