Starting from 20:00 on August 10th, the emergency response level for flood control has been adjusted to level 2! Affected by the sixth typhoon of this year, Kanu, Dongning City in Mudanjiang has experienced large-scale heavy rainfall since August 10th. After receiving the emergency response upgrade notice issued by the Flood Control and Drought Relief Command of the People's Government of Dongning City, Liang Longjiang felt a thump in his heart: "The impact of this typhoon is not small, we cannot take it lightly." He immediately gathered the police residence for preparation, checked emergency equipment, and led everyone to prepare for flood control in detail.
"Is it the police station? The flood is entering the village, and even the most serious ones cannot leave. Come quickly!" At around 0:00 on the 11th, something that worried Liang Longjiang happened. After receiving a call from the villagers of Laoheishan Village to report to the police, he left two police officers on duty and immediately led seven auxiliary police officers to rush to Laoheishan Village.
Old Heishan Village is all bungalows, and more than a hundred households with slightly lower terrain live near embankments. Heavy rainfall has led to a rapid increase in floods. It is worrisome that it is early in the morning, and many villagers are sleeping soundly. It is not yet known how many people are staying in the house, which has made the on-site rescue atmosphere even more tense. At this point, the flood had already reached its knees and was still rapidly rising. Liang Longjiang gave an order: "Even if we wade hard, we must also move the people out!" He assigned four police officers to work in groups, and divided the troops into two groups to knock on the doors and move the villagers from door to door.
"Liang Suo, my dad sneaked back again, what's the deal?" At 1:46 pm, villager Zhang Suogang anxiously called Liang Longjiang for help. The old man Liang Longjiang remembers that at first, he felt that his wall was high and water couldn't get in. Liang Longjiang tried to persuade him and agreed to go to the town with his son to take refuge. Upon receiving a call for help, Liang Longjiang immediately went and ran into an old man who had been sneaking back on the way. "Grandpa, take a look at this place. When the water comes, everything will be washed away, but you can't be careless." Liang Longjiang showed the old man videos of floods in other places, and after patient persuasion, he finally safely transferred the old man to Laoheishan Primary School for resettlement.
"There is an old lady in Lao Zhao's house, and his son Zhao Zhifeng cannot walk. Hurry up and rescue them." At around 4am, when the police were nervously transferring villagers, a villager rushed over and pointed to a bungalow over 20 meters away for help. Police officers Ma Yunfeng, Cao Fujian, Guo Zhongxu, and auxiliary police officer Cui Huanran bravely waded the water to the Zhao family. When the rescue police arrived at the Zhao family, they found that the flood had already reached the edge of the kang. They immediately transferred Zhao Zhifeng and the elderly woman, who had disabled legs and were unable to walk.
The raging heavy rainfall not only poses a danger to Laoheishan Village, but also causes various villages in Laoheishan Town to be affected to varying degrees. At one point, phone calls for help rang one after another.
"My parents and relatives both live in Paobaogou Village, and we can't contact them now. My mother also has a heart disease. Can you help me confirm if they are safe?" At 4:19 am, Liang Longjiang received a call for help from a woman in Dongning city. Upon hearing the three words "Pao Bao Gou", Liang Longjiang couldn't help but worry. He had just received news that the only road to Pao Bao Gou Village had been cut off by floods.
Liang Longjiang quickly led police officers Guo Chuanjie, Chen Xingchu, and auxiliary police officer Ma Yingpeng to drive to the flooded road, took a small path from the mountain into the village, and found five trapped villagers, including the family of the woman who called for help. Just as Liang Longjiang was about to evacuate the villagers, the woman's uncle refused to leave the village no matter how much he tried to persuade her because he was worried that the eight cows in her family would jump out of the circle due to hunger. "As long as people are around, you can earn anything back. When the water recedes, I will help you come back and feed the cows as soon as possible." Liang Longjiang advised while helping him feed the cows, before he agreed to evacuate. When he reached the top of the mountain, Liang Longjiang turned around to look at the Pao Bao Gou village sandwiched between the two mountains. The rapidly rising flood had already washed into the village, and it would be too late to come out.
Eight outsiders were taken away by the police from the low-lying and flooded fungus field, and more than ten elderly people were carried out of their houses by the police... Throughout the morning of rescue, the civilian auxiliary police who participated in the rescue carried, supported, lifted, and hugged more than 40 households, and promptly transferred more than 60 elderly and sick villagers. No one complained or tired.
Approaching the noon of August 11th, the civilian auxiliary police at the border police station of Lao Heishan hurriedly had a cold meal. Without time to rest, they set off again to various villages to inspect the disaster situation and rescue the villagers.
On the morning of August 12th, the wind of Typhoon Kanu weakened, and at this time, only Signal Village in the town lost contact with the outside world due to flood blocking roads. Liang Longjiang was very anxious, and a group of five people including Cheng Zhenyu, Vice Chairman of the Dongning Municipal Political Consultative Conference, and Zhuang Jifeng, Mayor of Laoheishan Town, climbed over five hills on foot to reach Signal Village. "Great, the villagers are all very safe!" Liang Longjiang hung his heart for two days before letting go when he saw that there were no casualties in the last village he contacted.
"At critical moments, the common people are pointing at us and watching us! The more difficult it is, the more we need to charge ahead!" said Liang Longjiang.
