As of now, more than 1600 cases of online rumors have been investigated by public security organs, more than 420000 pieces of online rumor information have been cleared, more than 10000 online accounts for spreading rumors have been shut down or banned, and netizens who spread rumors have been investigated and dealt with in accordance with the law. The Ministry of Public Security announced today the second batch of 10 typical cases in the special action.
The relevant person in charge of the Cybersecurity Bureau of the Ministry of Public Security stated that the Cybersecurity Department of the public security organs will continue to deepen the special action to crack down on and rectify online rumors, resolutely curb the high frequency of online rumors, and effectively create a clear online space. 1, Shandong public security organs to detect Zhang and others to carry out extortion case. Since March 2023, Shandong Zhang Moumou and other three people have operated multiple "Internet Big V" accounts, specially fabricated and released false information about units or individuals, and used multiple accounts to forward comments to each other for hype, and took the opportunity to victimize units and Individuals carry out extortion, seriously disrupting public order and causing bad social impact. After investigation by the public security organs of Liaocheng, Shandong, in accordance with the law, seven cases of the gang's crimes have been verified. At present, the public security organs have taken criminal coercive measures against three suspects.
2, Guangdong public security organs in accordance with the law to investigate and deal with Chen Moumou fabricated "kidnapped for 500000 ransom" network rumors. In April 2023, in order to attract traffic and rapidly increase fans, Guangdong Chen Moumou wrote, directed and acted a video of "he was kidnapped" and the kidnappers "demanded a ransom from 500000 yuan" somewhere in Shenzhen, Guangdong. After the release of the relevant video, it quickly caused a large-scale spread, seriously disrupted public order, and caused bad social impact. After investigation by the public security organs in Shenzhen, Guangdong, Chen Moumou confessed to the illegal act. At present, the public security organs have taken criminal coercive measures against Chen in accordance with the law, and banned his rumor-mongering network account.
3. Hunan public security organs shall, in accordance with the law, impose administrative penalties on a short video platform that fails to fulfill its obligations of network information security management, resulting in the widespread spread of network rumors. In April 2023, a rumor that had been officially refuted spread on a short video platform in Hunan, broadcasting more than 2.06 million times and forwarding and sharing more than 83000 times, causing bad social impact. According to the investigation by the public security organs in Changsha, Hunan Province, the short video platform has spread a large number of rumors and videos on the platform due to the imperfect network security management system. At present, according to the relevant provisions of the "the People's Republic of China Cyber Security Law", the public security organs have imposed an administrative penalty of ordering rectification and an administrative fine of 100000 yuan on the short video platform in accordance with the law.
4. Jilin public security organs investigated and dealt with Song's online rumors such as "the son-in-law killed his wife's family of three due to family conflicts. In May 2023, Song Mou of Jilin Province, in order to absorb powder and drain water and seek profits, fabricated and released rumor information on the Internet platform, such as "the son-in-law killed three members of his wife's family due to family conflicts" and "the man petitioned back to kill six members of the village official's family". Relevant rumor information spread in a certain range of the local area, causing adverse social effects and disrupting social public order. Song Mou accumulated more than 100,000 fans through the above rumor rumor information. After investigation by the Jilin Siping public security organs in accordance with the law, Song confessed to the illegal act. At present, the public security organs have imposed a 7-day administrative detention on Song in accordance with the law, and taken measures to shut down his online account for spreading rumors.
5. Heilongjiang public security organs investigated and dealt with the online rumor case that Chen Moumou fabricated "a serial homicide in the community caused three deaths" in accordance with the law. In May 2023, in order to gain attention and attract traffic, Chen Moumou in Heilongjiang, knowing that "a fight occurred in a community in Qitaihe, Heilongjiang, caused minor injuries to 2 people", still fabricated and published on a certain network platform "Serial homicide caused 3 deaths" rumors and information, causing adverse social effects and disrupting social public order. After investigation by the public security organs of Qitaihe, Heilongjiang, Chen Moumou confessed to the illegal act. At present, the public security organs have imposed administrative penalties on Chen in accordance with the law and taken measures to shut down his rumor-mongering network account.
6, Yunnan, Henan public security organs in accordance with the law to investigate and deal with Zhao, Cao, fabricated "female net red to northern Myanmar to show love, threatened to be unable to return home" network rumors. In May 2023, Jilin Zhao Moumou and Henan Cao Moumou, in order to gain traffic attention, fabricated and released rumors such as "Henan Women's Network Red Went to Northern Myanmar to Show Love and Detained" and "People Can't Return to China in Myanmar" during live broadcast on a short video platform in Ruili, Yunnan. After investigation by the public security organs of Yunnan and Henan in accordance with the law, Zhao and Cao confessed to the illegal acts. At present, the public security organs have imposed administrative detention on Zhao and Cao respectively in accordance with the law, and have taken measures to shut down their rumor-mongering online accounts.
7. Inner Mongolia public security organs investigated and dealt with Wang mou's fabrication of "student was killed on the day of college entrance examination!" Internet rumor case. In June 2023, in order to gain attention, absorb powder and drain water and earn commission, Wang mou of inner Mongolia fabricated and released "student was killed on the day of college entrance examination!" Rumors of information, triggering a certain range of spread, resulting in adverse effects. After investigation by the Tongliao public security organs in Inner Mongolia in accordance with the law, Wang confessed to the illegal act. At present, the public security organs have imposed a penalty of 10 days of administrative detention on Wang according to law, and taken measures to shut down his online account for spreading rumors.
8, Shanxi public security organs in accordance with the law to investigate and deal with Tian Moumou fabricated "female kindergarten teachers to kindergarten boys to feed contraceptives" network rumors. 10, Zhejiang public security organs to detect Zhang and others fabricated Internet rumors illegal profit-making case. In June 2023, a science and technology network company used a large number of purchased network platform accounts to automatically generate false videos, fabricated and released 21 rumors such as "a major fire in Shaoxing Shangyu Chemical Plant" on the network platform, and related rumors were broadcast more than 1.61 million times. After investigation by the public security organs in Shaoxing, Zhejiang Province, the legal person Zhang Moumou, shareholder Chen Moumou, and employee Tang Moumou of the technology network company confessed to the illegal acts. At present, the public security organs have taken criminal compulsory measures against Zhang and other three people in accordance with the law, seized 21 electronic devices involved in the case, and shut down more than 300 rumor-mongering network accounts.
