On June 25th, the Ministry of Public Security announced six typical cases of illegal occupation of farmland. A case study shows that a tourism development company in Hubei illegally occupied more than 180 acres of arable land while developing commercial projects without obtaining administrative permission.
June 25th is National Land Day. In recent years, the national public security organs have carried out special actions such as "Kunlun" to crack down on illegal occupation of farmland in accordance with the law. According to the Ministry of Public Security, since 2022, more than 9000 criminal cases of illegal occupation of agricultural land have been filed and investigated nationwide, and more than 4000 hectares of arable land have been reclaimed. All 15 major cases supervised by the Ministry of Public Security have been resolved, firmly guarding the "red line" of arable land and effectively safeguarding national food security.
It is reported that the public security organs continue to crack down heavily on illegal occupation of farmland for building houses, quarrying, soil sampling, stacking solid waste, non agricultural construction, and destruction of black soil and peat resources. Public security organs in Neijiang, Sichuan, Xi'an, Shaanxi, Yichang, Hubei and other places have successively cracked down on a number of major cases of illegal occupation of farmland. The public security organs should strengthen cooperation and cooperation with departments such as natural resources, agriculture and rural areas, actively participate in special supervision and rectification work, further strengthen the connection between execution, and promptly accept and verify cases transferred by administrative authorities; Actively cooperate with the revision of laws and regulations such as the Farmland Protection Law and the Black Soil Protection Law, and promote the organic unity of law enforcement and crackdown on political, legal, and social effects.
The person in charge of the Food and Drug Crime Investigation Bureau of the Ministry of Public Security stated that the public security organs will continue to promote the "Kunlun 2023" special action, resolutely crack down on and deter illegal occupation of farmland criminal activities.

1, Hubei Yichang, a tourism development company illegal occupation of agricultural land case. In April 2022, the Yiling District Branch of the Public Security Bureau of Yichang City, Hubei Province, based on clues found in its work, detected a case of illegal occupation of agricultural land, arrested a criminal suspect, and identified the illegal occupation of more than 180 mu of arable land. According to investigation, from January 2021 to January 2022, a tourism development company in Hubei developed a commercial project in Huanghua Town, Yiling District, without obtaining administrative permission, resulting in serious destruction of cultivated land planting conditions.
2, Jiangxi Xiajiang Liao Moufeng and others illegally occupy agricultural land case. In May 2022, the Public Security Bureau of Xiajiang County, Ji'an City, Jiangxi Province, based on the clues reported by the Central Environmental Protection Inspectorate, detected a case of illegal occupation of agricultural land, arrested 2 criminal suspects, and identified the illegal occupation of 11.6 acres of arable land. After investigation, since 2013, the criminal suspects Liao Moufeng and Liao Mouping have occupied permanent basic farmland to collect sand and dig ponds in Renhe Town, Xiajiang County without obtaining administrative permission, resulting in serious damage to the planting conditions of cultivated land.
3, Shaanxi Xi'an Guo a hang and other illegal occupation of agricultural land case. In July 2022, the Huyi District Branch of the Public Security Bureau of Xi'an City, Shaanxi Province, based on the case transferred by the natural resources department, detected a case of illegal occupation of agricultural land, arrested 8 criminal suspects, and identified the illegal occupation of 55 acres of arable land. After investigation, from October 2020 to October 2021, the suspect Guo Mouhang and others illegally excavated sand and gravel on an agricultural land in Huyi District of Xi'an City without obtaining administrative permission, and backfilled with construction residue, resulting in serious destruction of cultivated land planting conditions.
4. The case of illegal occupation of agricultural land by a certain country and others in Neijiang, Sichuan. In September 2022, the Dongxing District Branch of the Public Security Bureau of Neijiang City, Sichuan Province, based on the case transferred by the natural resources department, detected a case of illegal occupation of agricultural land, arrested 3 criminal suspects, and identified the illegal occupation of 70.3 acres of arable land. After investigation, from 2009 to 2021, the suspect fengguo, fengmoukui and other people sought economic benefits and illegally contracted some land in Baihe Town, Dongxing District. Without going through the approval procedures for requisition of agricultural land, the farmland was converted into fish ponds, and then the method of building and raising river weirs in the upper reaches of the river was adopted to expand the area of fish ponds for fish culture after the farmland around the upper reaches of the river was submerged, resulting in serious destruction of cultivated land planting conditions.
5. The case of illegal occupation of agricultural land by Chen Mouhua and others in Shaoxing, Zhejiang Province. In October 2022, the Yuecheng District Branch of the Public Security Bureau of Shaoxing City, Zhejiang Province, based on the case transferred by the natural resources department, detected a case of illegal occupation of agricultural land, arrested 9 criminal suspects, and identified the illegal occupation of more than 130 mu of arable land. After investigation, since June 2021, the suspect Chen Mouhua and others have illegally consumed muck in a certain place in Yuecheng District of Shaoxing City without obtaining administrative permission. A total of more than 170,000 cubic meters of muck have been illegally dumped, resulting in serious destruction of cultivated land planting conditions.
6, Liaoning Dalian Zhu Mouchang illegal occupation of agricultural land case. In December 2022, the Pulandian Branch of the Public Security Bureau of Dalian City, Liaoning Province, based on the case transferred by the natural resources department, detected a case of illegal occupation of agricultural land, arrested a criminal suspect, and identified the illegal occupation of 42.6 acres of arable land. After investigation, from 2012 to 2018, the suspect Zhu Mouchang, without going through the land approval procedures, for the purpose of developing and constructing a water park tourism project, dug ponds and piled up in the land contracted by a certain place in Pulandian District. Sand and gravel caused serious damage to the planting conditions of cultivated land.
