On August 23rd, the Ministry of Justice held a press conference on "Legal Aid Benefits More People and the Release of the Regulations on the Procedures for Handling Legal Aid Cases". Yang Xiangbin, Director of the Public Legal Service Management Bureau of the Ministry of Justice, Sun Chunying, First level Inspector, Jin Yong, Deputy Director of the Legal Aid Center of the Ministry of Justice, and Song Lan, Deputy Director of the Beijing Legal Aid Center, attended the press conference. According to statistics, in 2022, legal aid institutions across the country organized and handled more than 1.37 million legal aid cases, with duty lawyers providing legal assistance in over 950000 cases, more than 2.41 million recipients, and more than 19.8 million legal consultations provided. In order to implement the Legal Aid Law and improve the standardization and standardization level of legal aid case handling procedures, the Ministry of Justice has comprehensively revised the "Regulations on the Procedures for Handling Legal Aid Cases" published and implemented in 2012, and recently announced it. The revised Procedural Regulations consist of six chapters and 46 articles, mainly including five aspects: general provisions, application and acceptance, examination, assignment, and handling. A series of specific provisions have been made to facilitate the timely access of the public to legal aid and improve the quality of legal aid services.
It is understood that the Ministry of Justice attaches great importance to the protection of the rights and interests of workers in new forms of employment. On the one hand, expanding the awareness and coverage of legal aid, guiding local governments to focus on new forms of employment such as delivery drivers and couriers as the key group for legal aid, including the confirmation of labor relations in the scope of legal aid matters, exempting migrant workers who apply for payment of labor remuneration or request compensation for personal injury caused by work-related accidents from verifying their economic difficulties, and guiding workers to rationally protect their rights in accordance with the law; On the other hand, providing diverse and convenient services, establishing a mechanism for cross regional cooperation in legal aid, reducing the cost of cross regional rights protection for workers in new forms of employment, and improving the quality and efficiency of aid services. In 2022, legal aid institutions across the country organized and handled a total of 468000 cases of legal aid for migrant workers, with 525000 beneficiaries.

In addition, in response to the relative shortage of legal service resources in remote areas, the Ministry of Justice guides local authorities to coordinate and allocate lawyer resources at the provincial and municipal levels, continuously carry out the "1+1" China Legal Aid Volunteer Action and the "Aid to Tibet Lawyer Service Team" project, establish more than 70000 legal aid workstations based on township judicial offices, and establish more than 260000 legal aid contact points based on village committees. Integrate the functions of legal service networks, judicial administrative apps, and WeChat mini programs, and provide legal aid to disadvantaged groups through mobile services, remote services, and "inter provincial communication".
At the meeting, six typical cases of implementing the Legal Aid Law were also released, reflecting the new progress and achievements made by legal aid institutions in various regions in conscientiously implementing the Legal Aid Law.
