In order to implement the Guiding Opinions of the State Council on Accelerating the Standardization, Standardization, and Facilitation of Government Services and the Opinions of the General Office of the State Council on Further Optimizing the Business Environment and Reducing the Institutional Transaction Costs of Market Entities, accelerate the standardization, standardization, and facilitation of approval for construction projects such as housing and urban infrastructure, further improve the efficiency of approval services, better meet the needs of enterprises and the public, and accelerate project implementation, the Ministry of Housing and Urban Rural Development recently issued a notice to promote the standardization, standardization, and facilitation of approval for construction projects.
The main content of the notice is as follows:
Vigorously promote standardization and normalization of approval
Strengthen the management of approval matters. In accordance with the management requirements of the State Council on the list of administrative licensing matters and government service matters, combined with local realities, further optimize and improve the list of approval matters for engineering construction projects, and connect it with the list of investment approval matters. All administrative licensing, administrative confirmation, administrative filing, third-party agency review, municipal public installation access and other matters involved in the entire process of engineering construction projects will be included in the list to ensure that there are no approvals outside the list of matters. Promote standardized and unified implementation of matters, in accordance with the administrative licensing matters implementation standards formulated by relevant departments of the State Council, revise and improve the guidelines and application forms for local engineering construction project approval matters item by item, clarify the application conditions, application materials, processing procedures, and processing time limits, refine and quantify the acceptance and review standards, and make them public to the public, accelerating the implementation of non discriminatory acceptance and same standard handling of the same matter.
Improve the level of approval services. Strengthen business training for personnel at the approval window of engineering construction projects, enhance their awareness of window services, strictly implement systems such as first inquiry responsibility, one-time notification, and limited time completion, and encourage the provision of personalized services such as assistance, agency, and appointment services. Strictly follow the published processing procedures and implementation standards for approval, and no additional or disguised addition of processing steps, application materials, etc. shall be allowed. Implement a list management system for technical review, on-site inspection, hearing and argumentation involved in approval, establish a time limited completion mechanism, and make it public to the public. Continuously rectify the issues of extracorporeal circulation and implicit approval, and strictly prohibit behaviors such as adding pre examination, designated institutions conducting pre examination, offline pre examination, and online supplementary recording before application. Each region should establish and improve a supervision and management mechanism for engineering construction project approval, implement division of responsibilities, clarify violations and problem-solving mechanisms, conduct regular supervision of approval behavior through various methods such as supervision and spot checks, electronic supervision, etc., timely analyze and judge the problems in each stage of approval, and promote solutions.
Standardize the processing time for approval services. Sort out and publicly disclose the time required for the full process approval service of local engineering construction projects from project initiation to completion acceptance and municipal public installation access, clarify the start and end points, timing rules, etc., including administrative licensing time, technical review, expert review, meeting review, on-site inspection, etc. organized, commissioned or purchased by the approval department. Approval time shall not be superficially reduced through methods such as extracorporeal circulation approval, illegal suspension of approval timing, or modification of approval time limit calculation rules.
Continuously improving approval convenience
Deepen regional assessment. The results of regional evaluation shall be promptly made public for free use by the construction unit after being confirmed by the relevant competent department. Clarify the specific circumstances and rules for simplifying the corresponding approval procedures for individual projects based on regional assessments. Encourage the implementation of the "land use list system" reform for social investment projects. Prior to land supply, relevant departments can conduct assessments on geological hazards, earthquake safety, overburden minerals, climate feasibility, water resource demonstration, flood control, archaeological investigation and excavation, and conduct a current survey of cultural relics, historical building protection objects, ancient trees and trees, civil defense projects, underground pipelines, etc., forming an evaluation result and survey opinion list. These assessments can be delivered to the land using units at the time of land supply to avoid repeated argumentation by the land using units after acquiring land.
Classification optimization and streamlining of approval processes. Further optimize the approval process for construction project planning permits and other matters, standardize the review process and time limit of meetings, and reduce unnecessary government meeting review procedures. Based on practical optimization, the approval process for urban renewal projects such as building renovation, old residential area renovation, and municipal pipeline network renovation should be optimized. For projects that do not require construction drawing review or construction project planning permits, the project types and specific conditions should be refined.
Promote integrated joint processing. Further optimize the collaborative mechanism for parallel approval in stages, and promote the integrated processing of more related and high demand approval matters. Further optimize the joint review mechanism for construction drawings, and after the review agency issues technical review reports on fire protection, civil defense, technical defense, etc., relevant approval departments will no longer conduct technical reviews. Encourage joint processing of construction permits, quality supervision, civil air defense quality supervision, fire protection design review, etc. Further optimize the joint acceptance method. Matters that are not allowed to be put into use without acceptance should be included in the joint acceptance in principle. The supervision of engineering quality completion acceptance can be carried out synchronously during the joint acceptance stage. The leading department will uniformly accept acceptance applications, coordinate with the special acceptance department to conduct joint acceptance within a limited time, and issue acceptance opinions uniformly. On the premise of meeting the overall quality and safety requirements of the project and meeting the conditions for safe use, joint acceptance can be carried out separately for unit projects that meet the functional requirements.
Optimize municipal public services. Vigorously promote the joint installation and integration of water, electricity, and heat information, implement a "one-stop" centralized and proactive service, further optimize the installation and integration service process, streamline application materials, disclose service standards and fees, strengthen service supervision, and improve service efficiency. Establish a comprehensive coordination mechanism for municipal supporting facilities, promote municipal public units to proactively provide technical guidance in the project planning and generation stage, and implement wiring locations. For the construction project planning permit, urban green space tree approval, road excavation and occupation permit involved in the municipal public access project, the entire process will be processed in parallel.

Further optimize online approval service capabilities
Enhance the depth of online services. Deepen the application of the engineering construction project approval management system, and continuously promote the online approval of the entire process of engineering construction projects. By the end of 2023, the engineering approval system will cover all counties, and all fire design review and acceptance will be included in the engineering approval system. Strengthen data sharing applications. Further improve the information sharing and collaborative application mechanism between the engineering approval system and investment, planning land, ecological environment, municipal public utilities and other systems, and resolutely eliminate the problem of duplicate login and entry. Encourage regions with conditions to use building information model results submission and intelligent auxiliary approval in the design scheme review, construction drawing design document review, completion acceptance, and file transfer stages, and strengthen the application of BIM in the full life cycle management of buildings.
Other requirements for strengthening in-process and post event supervision
Promote the linkage of review and management. Establish a sound review and management linkage mechanism. For regions implementing relatively centralized administrative licensing reforms, each region should clarify the responsibilities and boundaries of approval and supervision on a case by case basis, strengthen coordination and cooperation, and accelerate the real-time sharing of approval and supervision information. It is necessary to clarify the work procedures and regulatory rules for accepting and informing commitments based on approval matters, and to inspect the situation of supplementing and correcting materials and fulfilling notification commitments within the prescribed time. Accelerate the sharing of engineering project data information from the engineering approval system to the qualification approval system of construction enterprises.

Strengthen organizational coordination.
