With the development of the economy and society, the indoor decoration and renovation activities of urban houses are increasing day by day. Recently, there have been incidents of tenants in Harbin, Heilongjiang Province privately demolishing load-bearing walls during decoration, and homeowners in Sihui City, Zhaoqing, Guangdong Province breaking through walls without obtaining construction permits, which threaten the safety of other residents' lives and property and have attracted widespread social attention. The notice highlights the protection of people's lives and property safety, adheres to problem oriented approach, and clarifies specific requirements in 8 aspects for each link of decoration and renovation activities.

One is to strengthen the responsibility of the decorator. Owners and users of houses must strictly abide by relevant regulations such as the Construction Law of the People's Republic of China, the Regulations on Safety Production Management of Construction Projects, the Regulations on Quality Management of Construction Projects, the Regulations on Property Management, and the Management Measures for Residential Interior Decoration and Decoration. They must sign a decoration and decoration management service agreement and prohibit any behavior that affects the main body and load-bearing structure of the building. Decorators and decoration enterprises shall bear the costs related to rectification, demolition, and restoration projects caused by illegal and irregular decoration.
