The commercial authorities of various provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, Xinjiang Production and Construction Corps, and the China Automobile Distribution Association:

In order to deeply implement the relevant decisions and deployments of the Party Central Committee and the State Council, further stabilize and expand automobile consumption, according to the arrangement of the "2023 Consumption Boosting Year" activity, the Ministry of Commerce will organize and carry out automobile consumption promotion activities. The relevant matters are hereby notified as follows:

Give full play to the role of localities, enterprises, and industry associations, comply with the diversified car purchase needs of urban and rural residents, open up the entire chain, connect the entire channel, connect online and offline, organize more than 100 cities across the country to coordinate and link, promote the participation of more than 1,000 counties, and drive more than 10,000 towns Share Shenghui, create a good atmosphere, promote automobile consumption, and benefit the broad masses of the people.

4. Activity Arrangement

"Hundred Cities Linkage" Auto Festival.

1. Establish a list of key activities for "hundred city linkage". Various regions will coordinate and deploy automobile consumption promotion activities, and recommend 3-5 candidate cities and their key automobile consumption promotion activity arrangements for the "100 city linkage" initiative. The Ministry of Commerce will select about 100 cities with distinct characteristics and complementary advantages to form a list of key activities for "hundred city linkage".

2. Focus on the entire chain to promote automobile consumption. Each region should fully leverage the driving role of 100 cities, focusing on new car sales, second-hand car transactions, scrapping and updating, exchanging old for new, and the aftermarket of automobiles. A series of automobile exhibition and sales activities should be tailored to local conditions, continuously "driving growth, activating stock, and driving connections", and promoting automobile consumption throughout the entire chain and process.

3. Strengthen the support of preferential policies for car purchases. Strengthen the guarantee of activity funds and venues, coordinate and promote targeted policy measures to support automobile consumption by local governments and enterprises, fully leverage the role of local fiscal funds, and encourage financial institutions to introduce financial support measures for automobile credit.

"Thousand Counties and Ten Thousand Towns" New Energy Vehicle Consumption Season.

1. Organize a series of consumer season activities. The Ministry of Commerce will organize the launch ceremony of the "Thousand Counties and Ten Thousand Towns" new energy vehicle consumption season activity in the near future, and guide various regions to carry out new energy vehicle consumption promotion activities in more than a thousand counties and ten thousand towns across the country, such as launching new energy vehicle "caravans" into rural areas, sparking a wave of promoting new energy vehicle consumption that covers counties and townships with various highlights.

2. Promote the deployment of suitable road models to rural areas. Encourage enterprises to promote cost-effective and practical new energy vehicle models, such as micro trucks, micro trucks, and light trucks, targeting the characteristics of rural areas, and further enrich the supply of new energy vehicle products in rural areas.

3. Promote the sinking of the after-sales service network. Guide enterprises to further expand their sales and maintenance service channels, strengthen the construction of new energy vehicle mobile repair stations, rural repair points, and provide training for rural maintenance technicians, and continuously improve the after-sales maintenance service network for new energy vehicles in rural areas.

4. Promote the improvement of rural charging infrastructure. Actively coordinate and promote the improvement of the charging infrastructure system in rural areas, relying on county-level commercial outlets, enterprises and institutions, and reasonably promote the construction of centralized public charging stations in rural areas. Actively coordinate with relevant departments to ensure the construction of rural charging stations, land use, and power grid support.

Strengthen organizational security. All localities should attach great importance to it, strengthen organization and leadership, strengthen overall planning and coordination, tighten and compact responsibilities, and actively deploy and promote various tasks to ensure that they are effective. The China Automobile Dealers Association should organize relevant automobile companies to actively participate and promote the introduction of preferential measures for car purchases. Establish and improve the work contact mechanism, the provincial commerce departments to clear the activities of the liaison.

Strengthen publicity and popularization. All regions should make full use of various media and various forces, and do a good job in event news promotion through multiple channels and levels. Widely carry out promotional activities such as expert interpretation, manufacturer recommendations, and test drives to popularize knowledge of new energy vehicles and increase consumer recognition.

Maintain fair competition. Various regions should carry out automobile exhibitions and new energy vehicle activities in rural areas on the basis of fairness, impartiality, and openness. For the proposed subsidy and other support policies, local commercial authorities should actively cooperate with relevant departments, conduct fair competition reviews, and ensure that relevant policy measures are universally applicable to all enterprises that comply with policy guidance.

Summarize and promote effectively. Each region should carefully summarize the situation of the activities, sort out the highlights and experiences of the work, and provide feedback on the effectiveness of the work in early October and after the end of the activities.
