The Wuxi police made a decision to withdraw the case on July 17th
On July 18th, Mr. Wu, who was doing business in Wuxi, received a decision to withdraw the case from the Liangxi Branch of the Wuxi Public Security Bureau in Jiangsu Province. The decision stated, "Our bureau has decided to revoke the case of theft of cable lines at the Wuxi Liangxi Dongling Xishang construction site, as there are no criminal facts, in accordance with Article 163 of the Criminal Procedure Law."
Faced with this result, Mr. Wu felt helpless. According to his introduction, in June 2021, he suspected that some building materials at his project site in Wuxi were stolen, valued at over 800000 yuan. On June 21 of the same year, Mr. Wu reported to the Chong'an Temple Police Station of the Liangxi Branch of Wuxi City. Under the suggestion of Zhou, the deputy director of the police station, Mr. Wu gave him 50000 yuan in three installments before filing the case on July 23, 2021. On March 26, 2022, Mr. Wu gave Zhou 100000 yuan in the parking lot of the police station, but the case has not progressed since then.
In April 2022, Mr. Wu reported the police's inadequate handling of the case to the Wuxi Municipal Commission for Discipline Inspection and Supervision, and Zhou was subsequently investigated. Regarding Mr. Wu's statement about giving Mr. Zhou 15 yuan, it remains to be verified and determined by the disciplinary inspection department.
However, in November 2022, the "Political Style Hotline" program of Jiangsu Radio and Television Station reported on Mr. Wu's "suspicious theft case". Hu, Deputy Director of Wuxi Public Security Bureau, stated in the program that on the one hand, he will investigate and deal with the disciplinary violation case of Deputy Director Zhou, and on the other hand, he will organize a special investigation team to handle the "theft" case as soon as possible and investigate the case. In addition, a deputy director of the Jiangsu Provincial Department of Public Security also stated in the program that the Provincial Criminal Investigation Team is supervising the case.

After two years of waiting, the case was ultimately dropped due to "no criminal facts". Mr. Wu stated that he will apply for a third-party appraisal unit to explain the testing process and reapply for on-site measurement; And report the case situation to the 10th Inspection Team of the Jiangsu Provincial Party Committee, which is conducting inspection work in Liangxi District, Wuxi.
After delivering the money, the police filed a case
In 2020, Mr. Wu undertook some decoration projects from a real estate project in Wuxi. According to his introduction, due to the trust of his opponent's subordinates, he usually does not pay much attention to the specific use of materials and other situations. It wasn't until June 2021 that he accidentally discovered that his subordinates had close contact with someone from another team that he had a competitive relationship with, that he became wary. Through auditing and reconciling accounts, Mr. Wu discovered that more than 800000 yuan worth of building decoration materials, such as wires and cables, yellow sand cement, and stone fittings, on his construction site were not accounted for. He suspected that someone had colluded internally and externally to steal these building materials.
On June 21, 2021, Mr. Wu reported the theft of building materials to the Chong'an Temple Police Station of the Liangxi Branch of Wuxi Public Security Bureau. After reporting the case, the police brought all the suspects identified by the material custodian back to the Chong'an Temple Police Station for questioning. Mr. Wu introduced that as a victim, he provided a list and invoice basis for the arrival of materials such as wires, cables, sand, cement, etc. The material custodian Jiao also identified the significant difference between the quantity of purchased building materials and the actual quantity of used building materials. On site management personnel such as Wu, Liu, Luo, and Mo were suspected of counterfeiting signatures, creating false accounts, and stealing building materials.
But for over a month afterwards, the police delayed filing the case. Mr. Wu said that during this process, he felt that Zhou, the deputy director of the Chong'an Temple Police Station, had a perfunctory attitude and evaded everything. Later, with multiple hints from Zhou, he gave Zhou 50000 yuan in three installments before being able to file a case. But the police only investigated the suspected theft of cables, and Mr. Wu believed that building materials such as cement, sand, and pipes, which were also involved in theft, were not within the scope of the police investigation.
In July 2021, the Wuxi police filed an investigation into Mr. Wu's report of building materials being stolen.
The filing notice issued by the Liangxi Branch of Wuxi Public Security Bureau on July 23, 2021 shows that Mr. Wu was involved in the theft of cable lines at the Wuxi Liangxi Dongling Xishang construction site on July 22. After examination by our bureau, we believe that the case meets the conditions for filing a criminal case. In accordance with Article 112 of the Criminal Procedure Law, we have decided to file the case. The investigating unit is the Chong'an Temple Police Station of the Liangxi Branch of Wuxi Public Security Bureau.
However, after filing the case, the progress of the case was slow. In order to push forward the case, on the evening of March 26, 2022, Mr. Wu gave Zhou another 100000 yuan in cash in the parking lot of the police station. But it still hasn't had much effect.
In April 2022, Mr. Wu reported to the Wuxi Municipal Commission for Discipline Inspection and Supervision with his real name, and subsequently, Zhou was suspended from work for investigation.
The case dragged on without any results, and Mr. Wu began to seek help from the media. In November 2022, the Litchi News "Political Style Hotline" of Jiangsu Radio and Television Station reported on Mr. Wu's experience. During an interview with Litchi News, Mr. Wu described the situation of the case being reported and filed. "The police said they need to make friends in order to file the case," but the progress of the case is still slow. Subsequently, a deputy director of Wuxi Public Security Bureau stated in a program connection that Zhou was suspected of violating laws and regulations in this case and is currently under investigation by the Liangxi District Commission for Discipline Inspection and Supervision. The deputy director stated that after receiving the complaint, he immediately instructed the inspection team to conduct an investigation, and it was preliminarily confirmed that this was the case. The case has been escalated for investigation and is now being investigated by the Criminal Investigation Brigade of Liangxi Branch.
At the same time, a deputy director of the Jiangsu Provincial Public Security Department also stated in the program that the police must not delay the investigation with various excuses. For the cases reported by Mr. Wu, the provincial department will instruct the Criminal Investigation Brigade to supervise the case.
In early June of this year, a reporter from Huashang Daily's Dafeng News contacted a staff member of Wuxi Public Security Bureau. The other party said that Zhou, the deputy director of the Criminal Investigation Department of Chong'an Temple Police Station in Liangxi Branch of Wuxi City, was indeed suspended from work due to Mr. Wu's real name report of accepting 150000 yuan. The handling of him will be announced later.
Withdrawal after two years of filing
In early June 2023, Mr. Wu received a verbal notification from the investigators that the case was ready for withdrawal. The reason given by the investigators for withdrawing the case is that after testing by a third-party company, calculating based on the design drawings and comparing the construction materials used with Mr. Wu on the same construction site and different floors, it was found that the materials were similar, indicating that there were no instances of building materials being stolen from the construction site.
Mr. Wu then sought help from the media again. According to the Huashang Daily, a police officer stated that the case was decided to be withdrawn based on the above reasons. The staff member explained that they attach great importance to this case. For this purpose, investigations were conducted specifically at the locations of the units and personnel involved, such as Xi'an and Baoji. At the same time, it was also found that Mr. Wu was relatively loose in managing the company, and the project warehouse keeper was actually a gas worker that Mr. Wu knew when he often went to Xi'an to refuel.
Mr. Wu admitted that he was negligent in managing the construction site based on the trust of his opponents and subordinates. Mr. Wu stated that the warehouse keeper Jiao initially identified multiple suspects as a witness, but later Jiao retracted his confession and is currently unable to be contacted.
According to the Southern Morning Post, a staff member from the News Center of Wuxi Public Security Bureau stated that Jiao later admitted that his previous statement was untrue. The police have also conducted a detailed investigation and determined that the loss of building materials on Mr. Wu's construction site is within the normal range, and there is no evidence of theft.
Two employees, Wu and Liu, who were previously accused by Jiao of theft, also denied stealing building materials. Wu claimed that he resigned from the construction site in January 2021 and was not in Wuxi at the time of the incident. In November 2021, the police took him to a detention center in Wuxi for a month. Regarding whether he participated in the theft, Wu said, "If I had done something, the police would not have been able to find anything after investigating for so long." Liu said that he had made a record at the police station, but was unaware of the theft.
Regarding the issue of Wu being detained for a month, the Wuxi police stated that Wu was identified as a suspect and was subjected to compulsory measures for a month, which is a normal process. But later it was found that Wu did not commit any theft, so he was released.
On July 18th this year, Mr. Wu received a decision to withdraw the case from the Liangxi Branch of Wuxi Public Security Bureau. The decision stated, "Our bureau has decided to revoke the case of theft of cable lines at the Wuxi Liangxi Dongling Xishang construction site, as there are no criminal facts, in accordance with Article 163 of the Criminal Procedure Law."
On July 19th, Mr. Wu received a notice of appraisal opinions from the Liangxi Branch of Wuxi Public Security Bureau sent by registered mail. The notice states that the bureau has hired relevant personnel to conduct a quantity appraisal of the electrical wires in Building B of Wuxi Yinhui Center Apartment and the office area. The appraisal opinion is that the total amount of electrical wires involved in Mr. Wu's project is 428841.13 meters, and the above electrical wire quantity does not include related losses.
Mr. Wu said that the appraisal opinion includes the amount of work he and another construction team have done, of which the amount involved is 175174.18 meters. The total amount of wires he purchased was nearly 200000 meters, and he understood that the appraisal opinion meant that apart from losses, there was no situation of wires being stolen in bulk.
Two years ago, Mr. Wu found it difficult to accept the result of "meeting the conditions for filing a criminal case" and two years later, "having no criminal facts".
