According to the website of the Chinese Academy of Social Sciences, on July 14, the Institute of Social Development Strategy of the Chinese Academy of Social Sciences and the China Volunteer Service Federation held a seminar on "Chinese path to modernization and high-quality development of volunteer service" in Beijing. Zhao Shitang, Deputy Minister of the Central Department of Social Work, and Zhao Qi, Secretary General and Party member of the Chinese Academy of Social Sciences, attended the meeting and delivered speeches. The meeting was chaired by Zhang Yi, President of the Institute of Social Development Strategy, Chinese Academy of Social Sciences.
The above news shows that Zhao Shitang, who previously served as the Deputy Director of the State owned Assets Supervision and Administration Commission of the State Council, has become the Deputy Minister of the Central Department of Social Work.
Zhao Shitang, male, Han ethnicity, born in March 1967, holds a graduate degree and a doctoral degree in economics. He is a member of the Communist Party of China. He has served as Deputy Secretary General and Spokesperson of the State owned Assets Supervision and Administration Commission of the State Council, Chief Accountant of the State owned Assets Supervision and Administration Commission of the State Council, and Director of the Financial Supervision and Operation Evaluation Bureau. In 2022, he was appointed as Deputy Director of the State owned Assets Supervision and Administration Commission of the State Council.
At present, the newly established Central Social Work Department has four department leaders, including Minister Wu Hansheng and Deputy Minister Li Wenwen, Zhao Shitang, and Liu Zheng, making appearances.
Among them, Wu Hansheng was born in April 1963 and previously served as the Deputy Secretary in charge of daily work in the Central and State Organ Working Committees; Li Wenwen was born in January 1963. Previously, he served as Deputy Secretary General of the State Council, Secretary of the Party Group and Director of the National Bureau of Letters and Visits. Currently, he is the Deputy Minister of the Central Department of Social Work, Director of the Office of the Central Joint Conference on Letters and Visits, and Director and Secretary of the Party Group of the National Bureau of Letters and Visits; Zhao Shitang was born in March 1967 and previously served as the Deputy Director of the State owned Assets Supervision and Administration Commission of the State Council; Liu Zheng was born in August 1966 and previously served as the Deputy Minister of Civil Affairs.
As a functional department of the Central Committee of the Communist Party of China, the Central Department of Social Work is responsible for coordinating and guiding people's petition work, guiding people's proposal collection work, coordinating and promoting party building to lead grassroots governance and political power construction, leading the party work of national industry associations and chambers of commerce, coordinating and promoting deepening reform and transformation development of industry associations and chambers of commerce, guiding party building work for mixed ownership enterprises, non-public enterprises, new economic organizations, new social organizations, and new employment groups, guiding the construction of social work talent teams, and leading the National Bureau of Letters and Visits.
According to the Party and State Institutional Reform Plan, the Central Department of Social Work has been assigned to the Ministry of Civil Affairs to guide the construction of urban and rural community governance systems and governance capabilities, formulate social work policies, and coordinate the promotion of Party building leading grassroots governance and grassroots political power construction.
