According to the official website of the Hong Kong and Macao Affairs Office of the State Council, on the morning of July 11th, the Hong Kong and Macao Work Office of the Central Committee of the Communist Party of China held a meeting.
Xia Baolong, Director of the Central Hong Kong and Macao Work Office, presided over the meeting and delivered a speech. Zhou Ji, Zheng Yanxiong, Zheng Xincong, Yang Wanming, and Wang Linggui, Deputy Directors of the Central Hong Kong and Macao Work Office, Shi Kehui, Leader of the Discipline Inspection and Supervision Group of the Central Commission for Discipline Inspection and the National Supervisory Commission stationed in the Central Hong Kong and Macao Work Office, and Xiang Bin, a member of the Office Affairs Committee of the Central Hong Kong and Macao Work Office, attended the meeting.
This is also the first appearance of the newly formed leadership team of the Hong Kong and Macao Work Office of the Central Committee of the Communist Party of China.
Prior to this, Xia Baolong was the Director and Party Secretary of the Hong Kong and Macao Affairs Office of the State Council, Zhou Ji was the Deputy Secretary of the Henan Provincial Party Committee and the Secretary of the Political and Legal Affairs Commission, Zheng Yanxiong was the Director of the Hong Kong Liaison Office, Zheng Xincong was the Director of the Macao Liaison Office, Yang Wanming and Wang Linggui were the Deputy Directors and Party Members of the Hong Kong and Macao Affairs Office of the State Council, Shi Kehui was the Leader of the Discipline Inspection and Supervision Group of the Central Commission for Discipline Inspection and the National Supervision Commission stationed in the Hong Kong and Macao Affairs Office of the State Council, and Xiang Bin was a member of the Party Members of the Hong Kong and Macao Affairs Office of the State Council. Except for Zhou Ji, the other few have previously held positions in the Hong Kong and Macao Affairs Office of the State Council, the Hong Kong Liaison Office, and the Macao Liaison Office.
In March of this year, the Central Committee of the Communist Party of China and the State Council issued the "Plan for the Reform of Party and State Institutions". The plan shows the establishment of the Central Hong Kong and Macao Work Office. Undertake the responsibilities of investigation, research, overall coordination, and supervision in implementing the "One Country, Two Systems" policy, implementing the comprehensive governance power of the central government, governing Hong Kong and Macao in accordance with the law, maintaining national security, safeguarding people's well-being, and supporting the integration of Hong Kong and Macao into the overall development of the country. Established on the basis of the Hong Kong and Macao Affairs Office of the State Council, it serves as the administrative body of the Party Central Committee and retains the logo of the Hong Kong and Macao Affairs Office of the State Council. We will no longer retain the separate Hong Kong and Macao Affairs Office of the State Council.
On the afternoon of July 11th, the State Council appointed and dismissed national staff members. Appoint Zhou Ji as the Deputy Director in charge of daily work of the Hong Kong and Macao Affairs Office of the State Council, and Zheng Yanxiong and Zheng Xincong as the Deputy Directors of the Hong Kong and Macao Affairs Office of the State Council.
In addition to the Central Hong Kong and Macao Work Office, there has been a newly established central institution with clear leadership since July. On the afternoon of July 7th, Wu Hansheng, as the Minister of the Central Social Work Department, presided over the closing ceremony of the provincial and ministerial level cadre petition work special seminar. On the afternoon of July 6th, Liu Zheng, as the Deputy Minister of the Central Department of Social Work, presided over the first batch of national industry associations and chambers of commerce themed education research symposium and delivered a speech.
Wu Hansheng previously served as the Deputy Secretary in charge of daily work in the Central and State Organ Working Committees, while Liu Zheng was the former Deputy Minister of Civil Affairs.
In March of this year, the Central Committee of the Communist Party of China and the State Council issued the "Plan for the Reform of Party and State Institutions", deploying the establishment of the Central Social Work Department, responsible for coordinating and guiding people's petition work, guiding people's proposal collection work, coordinating and promoting party building to lead grassroots governance and political power construction, leading the party work of national industry associations and chambers of commerce, coordinating and promoting the deepening reform and transformation development of industry associations and chambers of commerce, guiding the party building work of mixed ownership enterprises, non-public enterprises, new economic organizations, new social organizations, and new employment groups, and guiding the construction of social work talent teams, as functional departments of the Party Central Committee.
The Central Department of Social Work has been assigned to the Ministry of Civil Affairs to guide the construction of urban and rural community governance systems and governance capabilities, formulate social work policies, and coordinate the promotion of party building leading grassroots governance and grassroots political power construction. The party building responsibilities of national industry associations and chambers of commerce, which are under the jurisdiction of the Central and State Organ Work Committees and the Party Committee of the State owned Assets Supervision and Administration Commission of the State Council, and the overall planning, coordination, guidance, supervision and inspection of national volunteer service work, which are under the jurisdiction of the Office of the Central Guidance Committee for Spiritual Civilization Construction.
The Central Department of Social Work leads the National Bureau of Letters and Visits under unified leadership. The National Bureau of Letters and Visits, which is managed by the General Office of the State Council, has been adjusted to a directly affiliated institution of the State Council. Analysis suggests that such reforms indicate that the Party and the state attach great importance to petition work and strive to improve governance efficiency.
