According to Xinhua News Agency, on July 21st, Premier Li Qiang presided over an executive meeting of the State Council, which reviewed and approved the Guiding Opinions on Actively and Steadily Promoting the Transformation of Urban Villages in Super Large Cities.
The meeting pointed out that actively and steadily implementing the transformation of urban villages in mega cities is an important measure to improve people's livelihoods, expand domestic demand, and promote high-quality urban development.
We must adhere to the principle of seeking progress while maintaining stability, actively and prudently, give priority to the transformation of urban villages with urgent needs from the masses and multiple hidden dangers in urban safety and social governance, mature and promote one by one, implement one by one, and truly do good deeds well and practically.
We must adhere to the main responsibility of urban people's governments, strengthen organizational implementation, scientifically formulate renovation plans, raise renovation funds through multiple channels, efficiently and comprehensively utilize land resources, coordinate and handle various interests and demands, and combine the renovation of urban villages with the construction of affordable housing.
We should fully leverage the decisive role of the market in resource allocation, better leverage the role of the government, increase policy support for the transformation of urban villages, actively innovate transformation models, encourage and support the participation of private capital, and strive to develop various new business models to achieve sustainable operation.

According to the Notice on Adjusting the Standards for Urban Scale Classification issued by the State Council in 2014, cities with a permanent population of more than 10 million in urban areas are considered mega cities, while cities with a permanent population of more than 5 million but less than 10 million in urban areas are considered mega cities.
According to the 2021 Urban Construction Statistical Yearbook released by the Ministry of Housing and Urban Rural Development in October 2022, as of the end of 2021, there were a total of 8 mega cities in China, namely Shanghai, Beijing, Shenzhen, Chongqing, Guangzhou, Chengdu, Tianjin, and Wuhan. There are 11 mega cities in China, including Hangzhou, Dongguan, Xi'an, Zhengzhou, Nanjing, Jinan, Hefei, Shenyang, Qingdao, Changsha, and Harbin.
