On February 22, 2023 at around 13:12, a particularly serious collapse accident occurred in the open-pit coal mine of Inner Mongolia Xinjing Coal Industry Co., Ltd. in the Shuangjingtan Ecological Immigration Demonstration Zone of Alxa League, Inner Mongolia Autonomous Region, resulting in 53 deaths and 6 injuries, with a direct economic loss of 204.3025 million yuan. Recently, the Executive Meeting of the State Council approved the investigation report on the "2.22" special major collapse accident in the open-pit coal mine of Inner Mongolia Alxa Xinjing Coal Industry Co., Ltd. After investigation by the accident investigation team of the State Council, it has been determined that the "2.22" particularly serious collapse accident of the open-pit coal mine of Alxa Xinjing Coal Industry Co., Ltd. in Inner Mongolia was a production safety responsibility accident caused by an enterprise illegally contracting construction units without mining construction qualifications for a long time during the period of mine construction to open-pit technical transformation. The supervision and law enforcement of relevant departments were "loose and weak", and the local party committee and government were negligent in management, resulting in the long-term existence of major risk hazards.
After the accident, the Central Committee of the Communist Party of China and the State Council attached great importance to it.To scientifically organize rescue efforts, strengthen monitoring and early warning, and prevent secondary disasters from occurring. We need to quickly identify the cause of the accident, hold accountable severely, and take measures to eliminate management loopholes. Emphasis should be placed on all regions and relevant departments to have a sense of responsibility that they cannot rest assured of at all times, comprehensively investigate various safety hazards, strengthen preventive measures, strictly implement work, better coordinate development and safety, and effectively safeguard the safety of people's lives and property and social stability.Inner Mongolia Autonomous Region and Alxa League immediately organized emergency rescue and post disaster disposal work.
According to relevant laws and regulations, and with the approval of the State Council, a special investigation team for the "2.22" major collapse accident of the open-pit coal mine of Inner Mongolia Alashan Xinjing Coal Industry Co., Ltd. was established, led by the Ministry of Emergency Management, with the participation of the Ministry of Public Security, the National Mine Safety Supervision Bureau, the All China Federation of Trade Unions, and the People's Government of Inner Mongolia Autonomous Region. Experts were hired to participate in the accident investigation. The accident investigation team investigated the casualties, direct economic losses, occurrence process, causes, and relevant enterprise situations of the accident through on-site investigation, surveying and mapping experiments, calculation analysis, and data retrieval, inquiry and conversation, and other methods. They identified the performance, existing problems, and responsibilities of the local party committee, government, relevant departments, and units, summarized the main lessons of the accident, and proposed suggestions for rectification and prevention measures.
The accident investigation team found that the direct cause of the accident was the failure to follow the preliminary design for construction, arbitrarily merging steps, forming an ultra-high and ultra steep slope, continuously high-strength stripping of coal at the bottom of the mining site, resulting in a continuous decrease in slope stability and instability. The edge rock mass slid and collapsed along the fault plane and joint surface, coupled with inadequate emergency response, and the failure to organize on-site workers to escape in a timely manner, causing significant casualties and property damage.
The main problems exposed by the investigation and investigation of the accident are serious illegal construction and production in coal mines, illegal and reckless behavior by construction units, intentional fraud by intermediary agencies and supervision companies, lax and untrue supervision by relevant departments, and negligence of local party committees and governments.
The accident investigation team shall, in accordance with regulations, transfer the clues and relevant materials found during the investigation to the Central Commission for Discipline Inspection and the National Supervisory Commission for accountability review and investigation team regarding the problems in the performance of local party committees, governments, and relevant department public officials.
In response to the problems exposed in the accident, the accident investigation team summarized five main lessons: the concept of safety development is not solid, and there is a serious deviation between coordinated development and safety; The lessons learned from accidents are not profound and repeat the same mistakes repeatedly; The spirit of regulatory law enforcement struggle is insufficient, and the quality of hazard investigation and rectification is not high; Serious failure to implement the main responsibility of enterprises, illegal and irregular construction and production without a bottom line; Unreasonable resource planning layout and poor safety conditions in small mines. At the same time, six suggestions for rectification and prevention measures are proposed: better coordinate development and safety, comprehensively carry out special inspections and rectification actions for major mine accident hazards, effectively enhance the strong willingness and ability to discover and solve problems, comprehensively improve the safety conditions and management level of enterprises, strictly rectify and regulate the behavior of intermediary agencies, and accelerate the high-quality development of mines.
