The Good Luck of Tongjiang and Dahai | "Ecological+" Model: Looking at the Rural Butterfly Transformation in Bailou Bay
[Editor's note] A millennium old waterway, a century old revival. With the major layout of the national reconstruction of the "entire basin" waterway of the Beijing Hangzhou Grand Canal, the awakened river has been entrusted with new missions and placed with new hope. Recently, the online themed event "Good Transportation from the Yangtze River to the Sea" hosted by the Cyberspace Administration of the Shandong Provincial Party Committee and the Shandong Provincial Department of Transportation visited three canal cities: Zaozhuang, Jining, and Liaocheng, telling the story of the Shandong Canal and continuing the spirit of the canal era.

The Bailuwan Rural Revitalization Demonstration Area is located in Zhouying Town, Xuecheng District, Zaozhuang City. In recent years, Xuecheng District has targeted the ecological advantages of the town and leveraged its ecological value to create a demonstration area for rural revitalization in Bailuwan, covering an area of 3 square kilometers and 5 villages, exploring the "ecological+" rural revitalization weekly camp model.
Using water as a medium to promote ecological governance, Zhouying Town has formulated the "Implementation Plan for the Three Year Rectification Action of Dasha River" based on the concept of "water affinity, water control, water conservation, and active water". The 13.5-kilometer-long Dasha River in Zhouying has been comprehensively renovated, with 6 million cubic meters of dredging and more than 200000 square meters of ecological slope protection. The water system ecology has been comprehensively restored, successfully creating a provincial-level "water system greening model" and a provincial-level beautiful demonstration river and lake. The water ecology of "clear and smooth water, green banks and beautiful scenery" has gradually emerged. Taking this as an opportunity, following the high starting point plan of "one village, one product, one village, one scenery", we will carry out high-quality construction and achieve 100% full coverage of beautiful rural areas. Within the area, Niushan Village has been rated as a provincial-level beautiful village and a provincial-level scenic village, and cities such as Wanglou and Gonghu have been included in the list of beautiful villages.

In recent years, Zhouying Town has deeply focused on the integrated development of agriculture, culture, and tourism, based on the Bailuwan Rural Revitalization Demonstration Area, and unleashed the multiplier effect of "one industry prospers, one hundred industries prosper". More than 10 landscape facilities have been built, including a tourist center, a watchtower, and a white tower supply and marketing cooperative. Multiple scenic spots, including a hundred flower garden covering more than 30 acres and a waterfront beach covering more than 600 square meters, have been created, creating a new era of comprehensive tourism. In 2021, Bailou Bay Wetland Park was rated as a national AAA level tourist attraction, and Bailou Village was awarded the title of provincial-level key village for rural tourism. It has received over 2 million visitors in total.
In addition, Zhouying Town has deeply explored the red resource of the origin of the Canal Detachment and created a demonstration area for party education in Bailuwan, with "two parks, two museums, one school, and one square" as the main body. Actively exploring an operational model that integrates "red education+agricultural sightseeing+catering tourism", incorporating the Bailou Bay Party School and Bailou Canteen into market-oriented management and operation, holding more than 50 training courses, training more than 8000 students, and adding more than 150000 yuan in operating income to the village collective every year, becoming a new "growth pole" for economic development.

Drawing a revitalization map with high agricultural yields, Zhouying Town adheres to planning priority and scientific layout, and further refines the industrial layout of the "Belt and Four Zones" on the basis of the existing "South Vegetable and North Fruit" agricultural pattern. A "One River, Ten Parks" modern agricultural industrial belt has been formed along the Zhouying Dasha River, with Zhouying Thin Skin Chili Pepper Demonstration Plantation and Bailuwan Modern Agriculture Demonstration Park as the main body. A integrated development model of primary, secondary, and tertiary industries has been formed, characterized by "large-scale planting+initial deep processing+brand marketing+leisure picking+agricultural tourism culture". The average output value per mu has jumped from 1000 yuan to 50000 yuan, further elongating the industrial chain and enhancing industrial value.
The beautiful new rural landscape of "ecologically livable villages, prosperous industries, and prosperous lives, civilized and harmonious rural customs" is slowly unfolding.
