In order to continuously rectify the stubborn problem of non responsibility and non action style, the Shanxi Provincial Commission for Discipline Inspection and Supervision recently publicly exposed 5 typical cases of non responsibility and non action investigated and dealt with in recent years, as follows:

1. Wang Chuangmin, former member and deputy director of the State owned Assets Supervision and Administration Commission of Shanxi Province, has failed to effectively promote the reform of provincial state-owned enterprises.

In August 2015, the Shanxi Provincial Government and the Provincial State owned Assets Supervision and Administration Commission clearly deployed a series of work related to the reform of provincial state-owned enterprises. However, Wang Chuangmin, then Secretary of the Party Committee and Chairman of Taichung Group, did not seriously implement it. Among the 43 collectively owned enterprises under Taichung Group, 31 failed to complete the reform according to the plan; In the reform of the management hierarchy of Taichung Group, 12 companies did not compress their management hierarchy as required, and even illegally added 3 new 5th level subsidiaries; In the work of dealing with inefficient and incompetent assets in "zombie enterprises", Taichung Group established an asset liquidation team, but did not actually promote this work, causing Taichung Group to miss the opportunity for reform. In addition, Wang Chuangmin also has other serious violations of discipline and law. In April 2021, Wang Chuangmin was expelled from the Party and public office, and his suspected criminal issues were transferred to the procuratorial organs for legal review and prosecution.

2. The problem of ineffective promotion of provincial key projects by Hao Xiaoyi, former Party Secretary and Chairman of Shanxi Aviation Industry Group Co., Ltd.

In 2019, according to the work deployment of the Shanxi Provincial Party Committee and Government, the Shanxi Taiyuan Aircraft Dismantling Base project was listed as a provincial-level key project. In December 2020, Aviation Industry Group launched the construction of the Shanxi Taiyuan Aircraft Dismantling Base project supporting the construction of the taxiway project in the western area of the Taiyuan Airport airfield. In March and December 2021, the "13710" supervision platform of the Shanxi Provincial Government conducted two inspections of the progress of the western taxiway project to the Aviation Industry Group, clearly requiring the Aviation Industry Group to complete the relevant work within one month. As the first person in charge, Hao Xiaoyi was aware that the taxiway project in the western region was a provincial-level key supporting project. However, his work was negligent, he did not fulfill his responsibilities seriously, and he did not effectively organize and implement relevant work. As of February 2022, the construction of the taxiway project in the western region had not been completed, seriously affecting the progress of the Taiyuan Aircraft Dismantling Base project in Shanxi. In addition, Hao Xiaoyi also has other serious violations of discipline and law. In August 2022, Hao Xiaoyi was expelled from the Party and public office, and his suspected criminal issues were transferred to the procuratorial organs for legal review and prosecution.

3. Dong Liang, former Deputy Secretary of the Party Working Committee and Deputy Director of the Management Committee of Shanxi Transformation and Comprehensive Reform Zone, did not strictly review and control the allocation of enterprise bonus funds, and illegally disclosed the land listing price.

From April to December 2020, a certain enterprise in the jurisdiction of the Comprehensive Reform Zone, through its actual control of three enterprises, adopted the method of "bonded warehouse goods" in the Zhuhai Bonded Zone, and quickly imported and exported the same goods from different customs in Gongbei and other areas in a short period of time. By simply expanding import and export business data, the import and export volume increased by 7.532 billion yuan. Dong Liang, then Deputy Director of the Management Committee of the Comprehensive Reform Zone, signed and agreed to allocate a total of 17.44 million yuan in financial incentive funds to the three aforementioned enterprises without careful review of the Policy Implementation Review Form submitted by the Administrative Approval Bureau of the Comprehensive Reform Zone. In February 2021, Dong Liang, as a member of the bottom price determination group for state-owned construction land in the comprehensive reform zone, leaked the bottom price to the company's responsible person in order to obtain the land in Tanghuai Park after the group studied and determined the listing bottom price for 110 acres of commercial and residential land. As a result, the company purchased the above-mentioned land at a price close to the bottom price. In addition, Dong Liang also has other serious violations of discipline and law. In February 2023, Dong Liang was expelled from the Party and public office, and his suspected criminal issues were transferred to the procuratorial organs for legal review and prosecution.

4. Zhou Liguo, the General Manager and Chairman of Xinjiang Guotai Xinhua Mining Co., Ltd. of Yuanyang Coal Group, improperly performed his duties, resulting in serious losses of state-owned funds.

In May 2014, Zhou Liguo decided, without collective research, to borrow 100 million yuan from Guotai Xinhua Company to a company in Hunan, which pledged its relevant shares in Hua'an Property Insurance Company. After the loan contract expired, Zhou Liguo arranged for the release of the pledge without any discussion by the company's party and government joint meeting or any protective measures taken. As a result, the loan principal of 100 million yuan and interest of over 42.29 million yuan have not been recovered, resulting in significant economic losses. In addition, Zhou Liguo also has other serious violations of discipline and law. In March 2023, Zhou Liguo was expelled from the Party and public office, and his suspected criminal issues were transferred to the procuratorial organs for legal review and prosecution.

5. Wang Xinzheng, former Secretary of the Party Group and Director of the People's Air Defense Office of Yuncheng City, has violated regulations and neglected his duties in promoting the construction of civil air defense projects.

From 2011 to 2018, Wang Xinzheng, while serving as the Director of the Civil Air Defense Office of Yuncheng City, was seriously irresponsible and did not perform his duties correctly, resulting in the inability to collect relocation construction fees for 101 engineering projects in accordance with the law, causing economic losses of over 427 million yuan to the country. In implementing the relevant provisions of the Regulations on the Construction of Civil Air Defense Projects in Shanxi Province, the protection level of civil air defense projects in 15 construction projects has been illegally lowered. In addition, Wang Xinzheng also has other serious violations of discipline and law. In February 2020, Wang Xinzheng was expelled from the Party and public office, and his suspected criminal issues were transferred to the procuratorial organs for legal review and prosecution.
